HomeMy WebLinkAbout1988-01-14-PBC-min.pdf 4p F nrihr-4 nQ• ikwb vy\(flee( PBC Minutes 1\14\88 TOWN OF LEXINGTON MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of January 14 1988 committee meeting in Room G-15, Town Office Building The meeting was called to order by Chairman Kennedy with other committee members Edson, Johnson John Kennedy Smith, Touart and Cary Library representative Ann Wallace present Staff members Hilton of Cary Library and Maclnnes of Schools as well as School Committee member Wik and consultants Aitchison and Rowlands also were attending Library Architect Davies, selected at the conclusion of the December 17 meeting, has inspected and worked on the site for half a day He has been sent a letter of intent and his contract is in process Hilton expressed concern that architect' s proposal and the library's proposal specifications are not the same His price is $15,000 for preparation (but not printing) of bid specifications and costing for town meeting No construction work is included Library construction/renovation funding of $35 million has been appropriated by the Legislature, Hilton noted Libraries well-supported by their communities would received favorable consideration According to an "Andover amendment" the appropriation could also go toward projects already in progress as Andover s Policies for funding distribution are being formulated now by the administrators, the State Board of Libra/y Commissioners So much interest has been demonstrated that an 800 telephone number has been installed This funding will not include furnishings and stacks Most urgently needed is replacement of the roof that leaks and looks bad Hilton pointed out Committee members commented that the fast decision on architect probably gained a month for the project They recommended Hilton call Town Counsel to hasten the contract and request the architect to supply his project time-line The library session ended at 8 p m Minutes of December 10 1987 committee meeting were approved as amended Progress Report No 15 One difficulty, not described in the report is that each time the painter comes back to fix up he creates another mess Despite careful planning cabinets were not installed at Bowman and Bridge during Christmas vacation It is not clear that they can be done during February vacation Furthermore Bowman is lacking some cabinets due to incorrect drawings on hand at initial tour by contractor There is a disagreement between RLQ and the contractor about time needed to do the job The principals of these schools are unhappy Diamond electrical work is going along well and is expected to be done by the end of February Another complication, according to a tentative settlement, is requirement that custodians be paid double for overtime 1 PBC Minutes 1\14\88 Bid timing for packages 4 5 and 6 was noted, with schedules spanning from January 26 through April for last of the general contractors ' bids to be opened Committee commented that it is fortunate that an early schedule was requested; it could have been even earlier Meeting with TAMS' representatives Axelrod Iwerkes , MacNicholas and Hanford and Amtech engineers Lou Petrolo and Ken Westberg reported that specifications for bidding are being reviewed with Town Counsel to avert potential legal problems In addition architects noted, technical specifications are being smoothed for coordination of work MacNicholas told that in the high school science building shelves are being removed and replaced with cabinets Since present lab counter tops cannot be refinished (they are 30 years old) they are being replaced Architects will meet with science department chairman Paul Brown to further inspect all counter tops and table surfaces to determine which really need replacing There will be handicapped bathrooms for boys and girls as well as lowered elevator controls Fire Chief has said that the donut for passageway is not necessary as adequate fire egress exists Therefore library entrance will not be changed Additional science building renovation new sinks and bunsen burners John Kennedy recommended unit pricing for countertops in case poor underpinnings are discovered when the old surfaces are removed At E House the registrar 's office will receive a counter with rolldown door Office space will be more generous than shown in the previous presentation due to changed elevator entrance for handicapped preserving the janitorial closet A new roof hatch will be needed because the elevator will take away the present one Detailed drawings of the high school units are 99 5 percent complete At the field house the parquet floor that is heaving will be replaced with the same new rubber floor as the gym area Maclnnes reported that because insulation beneath the roofing has been removed, heat is insufficient Sky light areas seem especially to be losing heat Petolo' s comment The heating system should be augmented by taking the risen heat away from the ceiling level, sending it back down lower A rule of thumb is that one degree of heat is lost for every 12 feet of ceiling height The roof is 46 feet high Committee pondered how to handle this problem Another proposal? It could perhaps be an extra when staging for replacement of tiles and lights is in place In the auditorium most doors will be replaced as they are in poor condition and need resizing for the handicapped Auditorium seat refinishing rather than replacement turned out to be more economical A stair lift will be substituted for handicapped elevator saving $80, 000 Dressing and practice rooms will be combined In the lobby brick walls will remain and a TV recessed Generally the hall will be "more organized" and better lit There will be some ceiling lights The entrance will feature changed lighting columns reeled with painted wood and sturdy wooden front doors In the auditorium a scissor lift will move the piano from stage to pit 2 PBC Minutes 1\14\88 Comments on the high school Committeeman Johnson pointed out that drains in the Science Building must separate chemicals from water Electric receptacles should include some suspended from the ceiling mid- room (Some discussion about making them vandal-resistant ) Suggestions to improve heating system included replacement of the condensate pump Petrolo asked why Recommended he contact Ed Stevens foreman of school buildings Questions raised about why the dust collector was removed from the shop area $7 500 is carried for this but could it cost as much as $20, 000? Noted that it would have to be placed inside the building (place available?) where it would be noisy, rather than outside where it would mar the front of the building Fire protection and alarms for the high school complex will be reviewed with the fire department The auditorium work is more expensive than first thought Design contingency is about 10 percent of construction (excluding asbestos) Price for asbestos work has risen sharply due to new regulations and certification requirements Bidding procedures debated Edson recommended bidding the whole package (TAMS done at 10 ) Briggs has contract document for asbestos work to the remaining schools They are qualified to prepare specifications for $20,000 There is a $10, 000 credit from TAMS under the old regulations At Diamond encapsulating the ceiling could save $170, 000 About $600, 000 remains for all asbestos work Asked if some of this work could be left for school maintenance personnel, Maclnnes said no This could be complicated by extra repair work such as replacement of elbows Down the line all asbestos must be in a management plan with regular inspections Suggested that money and special personnel should be budgeted Committee agreement Save $170, 000 by encapsulating Diamond ceilings (in good condition now) Asbestos estimate has risen from $631 ,000 to $634, 000 Committee expressed approval of TAMS negotiating with stage riggers and consultants BN Productions on auditorium and stage work If they get the contract there may be credit back Bridge and Bowman Gym Noise study by Bolt Beranek and Newman finds that $16 000 would be required to return the facilities to former noise levels and an additional $17 , 000 would make the levels closer to ideal Contractor Carmone is there now and can do it Work would consist of adding Tectum and moldings to part of the wall VOTED $33,000 to fix VOTED to pay accounts as recommended by Chartwell consultants Meeting adjourned at 10 33 p m until Thursday February 11, 1988 at 7 30 p m in Room G-15 Town Office Building Respectfully submitted Erna S Greene, Secretary 3 II
