HomeMy WebLinkAbout1987-11-12-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of November 12. 1987 committee meeting in Room 6-15, Town Office Building, approved December 10, 1987 (corrected 1/14/88) The meeting was called to order by Chairman Kennedy at 8:42 p.m. , with other committee members Johnson, J Kennedy, Scanlon and Smith present Also attending were staff Coscia and Maclnnes, School Committee member Wik and Chartwell consultants Aitchison and Rowlands. Minutes of October 8. 1987 were approved as submitted Minutes of October 13. 1987 were approved as amended. Progress Report No. 13. Bridge School Entrance is complete Shelves and cabinets will be installed by end of December Maclnnes asked that the counters be reinstalled in the computer room, as they are necessary for operation of computers A change order may be needed; Aitchison will look into it Estabrook cabinets are done; punch list items may cost about $5,000 more. At Fiske asbestos work and fans are needed in the boiler room The electric feeder has been replaced and is working Harrington work in progress is expected to be done by end of December Clarke carpeting is posing special problem because most of it (third floor all around IMC) cannot be done during the school year However the counselling area can be done during Christmas vacation for a little extra VOTED to do the counselling area during winter vacation and the remainder next summer at a fair price Clarke additional problems include Seaman Bratko's looking for time relief, stalled work on the new lavatory and a so far unsolved clock system linkage TAMS' electrical and mechanical engineers Amtech, seem to be inadequately staffed and not up to par so that much is left to the contractors Clarke will not be ready for punch list for about two weeks. Roofing Problems are most salient at the High School The Field House roof still leaks in two places. (Proposals are now being made for the ceiling) There are leaks elsewhere in the High School (all Morello's job) and also at Diamond on new paint. The contractor claims that the problems areas have been "fixed" but no one knows when the workmen came. Warrantees are three years for Morello's work, 10 years for Sucoflex and 30 years for the roofing material A small amount remains to be paid Morello and Briggs, both involved with the roofing Contract Package Planning was discussed in light of possible bid document preparation and work schedules. Consultants recommended PBC Minutes 11/12/87 p 2 splitting the remaining work into two portions, with bids to go out mid-January (due end of month) for the first and mid-February (due end of month) for the second Concern was expressed that all work might not be accomplished during summer vacation Recommended that where possible work be done before the end of school - the Field House for example In addition, the split bid package might enable reading of the bidding climate and adjustment of the second part of the work Committee agreed to this. Consultants will work with the architects and Maclnnes on the scheduling A Budget Prooress/Forecast one-page report was requested by the Chairman. Diamond Electrical Work would cost $17,000 in overtime if done during the school year or $2,000 to $3,000 if done next summer Mac Innes expressed preference for summer Concern expressed about manufacturer's guarantee of products - $18,000 worth - already acquired for the job, which would have to be stored until installation Clerk-of-the-Works praised the electrician a subcontractor of Seaman Bratko. Committee VOTED to have work done in summer at price noted above Consultants will work out details of bond release/reissue, premium and warrantees. Schedule of Payments VOTED by committee, except for items 2 and 4 for Briggs and Morello, as basis for letters to each saying in essence "punch list not complete " The payment of $41 90 to T C Courier was for courier service returning a missent check to proper payee Other items An intereview with John Kennedy appeared in the Fall 1987 "Construction" magazine of the Department of Civil Engineering Center for Construction Research and Education of MIT The contract with Chartwell is all signed and sealed Library bids were due to be opened today for architectural work Reported that 30 had expressed interest (but only eight bid) The cost of BBN's accoustical study for Bridge/Bowman gyms will be $1,500 The next meeting will incorporate a public information meeting on the revised plans for high school renovation and will be held December 10 at 7 30 p m. in the high school student library.
