HomeMy WebLinkAbout1987-10-08-PBC-min.pdf TOWN OF LEXINGTON MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of October 8. 1987 committee meeting in Room G-1, Town Office Building, as approved November 12, 1987 The meeting was called to order by Chairman pro tem Ted Edson at 8.43 p.m. with other committee members Smith and Touart present Chairman Kennedy arrived about 8 p m. Also present were consultants Aitchison and Rowlands of Andrew Chartwell , School Committee member Wik and staff Acting Town Manager Adler and schools' Maclnnes and Zimmerman Minutes of September 10 1987 were approved as amended. Comments on Progress Report No. 12 The cleanup work done by Triangle at Bridge and Bowman was "not a bad job" Custodial slowdown and shortage of personnel continue to hamper cleanup efforts, Maclnnes reported As the written report states, the long-lead carpeting at Bridge is incomplete, but nearly all other carpeting has been done in the last few days, except for of base moldings Electrical work at Diamond is still pending, with the electrician scheduled to finish the other schools this month Noted that by the end of 1987 Package II work should be virtually done. The paint job is a concern, as work is now being done nights. Committee wondered if Christmas vacation would be needed for final push Zimmerman called attention to the painters' drips and dribbles". Budget goad news was reported by the consultants. Due to misunderstanding of reporting practices between consultants and TAMS, the budget is now back on track (TAMS did not know about $200,000 in savings on Bridge and Bowman or full data on contingencies) A budget status report summary sheet distributed by Rowlands showed combined contracted amount, asbestos and Package 3 estimates equal to $11,870,000 A full report, with change orders added to actuals and subtracted from contingencies, will appear next week Pay Schedule Since last month's pay schedule approval the Chairman signed for payment of all but $3,000 retainage to Morello. Most of the current problems are covered under warranties. three years for workmsanship by the contractor and 20 years for materials by the manufacturer Kennedy's decision was ratified by the committee An additional payment to TAMS after the last list was signed and ratified All but $1,000 has been paid Briggs. There are still severl leaks at the high school and one at Diamond. At Clarke the leaking appears to have been caused mostly by drain problems. Committee VOTED to approve pay schedule dated 10/8/87 as presented by consultants. PBC Minutes 10/8/87 p 2 HESCO penalties for tardy reinsulation will not be invoked, committee agreed, since the asbestos contractor's price was considerably lower than other bids. Also Clerk of Works Coscia called his work "super" and the delays did not cause extra cost or suffering except for a little drain clogging Value Management Session Review was conducted with TAMS architects Iwerks, Hanford and McNicholas Among the items decided were to include the built-in display cases but not benches in the high school lobby, not to eliminate carpeting the high school auditorium balcone ($4,000) and to retain the Diamond present library as existing with dividing walls (saving 17,000) Among work items the architect had selected to consider adding were the high school entry portico, restoring size of Fiske Library from 2400 to 2600 s.f painting the Fiske classrooms and corridors and the High School Field House floor (cost $150,000 to rebuild the gyms area not including the parquet section) Zimmerman described the present condition of the gym and parquet floors as a real problem possibly calling for emergency repairs Two conflicting motions regarding the Fiske library were proposed, with neither carrying. The architects pointed out that their personnel were stalled awaiting this and similar decisions. Committee scheduled another meeting next Tuesday, October 13 to settle these pending revision in Package III. Schools section of meeting adjourned at 10'05 p m Muzzev Condomiums and Senior Center Problems. mainly roof were then discussed with Joseph 0 Leary manager of the building and Peter diMatteo of the condomium association Although some of the roof was repaired when the building was converted from school use, most of the roof is 20 to 30 years old Flashings are leaking around new skylights and vent pipes and old copper flashings are pockmarked with holes Deck drains (some of which may be connected into the sanitary sewer system) are also causing severe problems A study has been done by Simpson Gumpertz and Heger and based upon it only one roofing bid received from Federal Sheet and Metal for $230,000 base bid with many escalating costs possible due to rotting roof board, etc The condo group has already spent $22,000 on major repairs. Committee recommended the group get an independent contractor to evaluate the bid and possibly wait until spring to rebid when the bidding climate may be better Meeting adjourned at 10'45 p.m. until Tuesday, October 13 at 6:30 p m. in Room 111 4/ Respectfully submitted, � Erna S Greene, Secretary
