PERMANENT BUILDING COMMITTEE
Minutes of September 10, 1987 meeting of the committee in Room
G-15, Town Office Building as approved October 8, 1987
The meeting was called to order by Chairman Kennedy at 7 42 p m
with Cary Library representatives on the committee Mary Louise
Touart and Ann Wallace present along with other committee members
Ted Edson John Kennedy and Jim Scanlon Also attending were
staff Coscia, Hilton and Maclnnes as well as consultants
Aitchison and Rowlands of Chartwell
Cary Library Building and Grounds Committee completed a report in
June recommending facility changes in keeping with the library's
addition of computers and security as well as modernizations
found wanting in the ten years since the last major expansion of
the building (example shelving)
Some needs have been fulfilled from maintenance budgets One air
conditioning unit has been replaced; another new unit is
probably needed Carpeting replacement is being done
Other improvements of a more capital nature are also considered
desireable fire protection measures such as smoke/heat
detectors, fire doors and sprinkler system A roof evaluation is
also needed Architectural barriers standards must be met if a
renovation costs over 5 percent of the assessed value of the
building Up to 75 percent state reimbursement may be available
The Permanent Building Committee could assist in costing elements i
of proposals However bids must be obtained even for that The
library is hoping to bring a proposal to the 1988 Town Meeting
Possibly some funding might be sought from the Town Manager's
consultant budget Committee members did not favor seeking funds
for a "feasibility study" However, a designing selection pro-
cess is needed
Discussion revolved around this process Schematic design and
estimates are needed, with bidding required Hilton will draft a
cover letter, which the PBC committee chairman offered to review
Library discussion ended at 8 17 p m
Comments on publicity vs school openinas praised Acting Super-
intendent Zimmerman's letter in the newspaper An unflattering
picture on the front page of the local newspaper showed Bridge
unready for opening That school and Estabrook opened three days
late while Clarke Middle School was only one day late School
administrators worked extra hard to ready schools for opening
Custodians are currently on slowdown (no overtime)
At Bridge much floor tile and painting work must yet be done !
Debate on how to accomplish cleanup from this ended with
agreement that an outside major cleaning contractor would be

hired, with Chartwell consultants to do the contacting (Dan
Wilson, Triangle, Unico among those suggested) They could be
engaged to work at Bowman on Saturday and Bridge on Sunday of the
next weekend
Minutes of August 12 1987 committee meeting were accepted as
corrected
Progress Report No 11 Bill Kennedy will call TAMS about getting
the design contract documents signed Clerk-of-the-Works Coscia
comment on work not yet done and work done with poor quality such
as door frames out of square due to haste to get ready for school
opening and laborers' doing tradesmen's work
Budget Report to appear soon will show that the shortfall of over
$700 000 has been reduced to about $400,000 by committee decis-
ions already made Another $400,000 may be cut from the asbestos
work allotment shortfall from work to be done by TAMS Design
contingency will still be about $300,000 short
Looking ahead to next year's building spurt, committee urged
ordering long-lead supplies such as bricks and trees as soon as
contract is let Maclnnes pointed out that construction of
additions could begin before June
Still to be done electrical work at Clarke, where 25 smoke
detector heads had to be changed and 80 more added

Budget Reporting system of the consultant was questioned
Consultant Rowlands noted that when the total change orders
to date are firmed more complete information would appear on the
cover probably starting with the next budget report

High School Field House roof problems continue as the roof is
still leaking Both the parque as well as the gym area floors
have been damaged Committee opined that contractor Morello may
have been responsible for some of the problems Improvements to
the school' s heating system is proceeding on a unit price basis
and will cost about $55 000 above budget as committee had agreed
Payment of Accounts VOTED by committee, with the exception of all
listed amounts for Morello, Field House roofer, and Briggs who
had been in charge of design and supervision of that job Pay-
ments to J P will be 75 percent; to Carmone (Bridge and Bowman)
80 percent; and Seaman Bratko 50 percent
Asbestos work timing is being investigated
The meeting adjourned at 10 07 p m , with the next two meetings
of the committee scheduled for Friday September 18th at 8 a m
(value management seminar in the downtown Boston office of TAMS)
and October 8 , 1987 at 7 30 p m (regular monthly meeting)
