HomeMy WebLinkAbout1987-04-09-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of April 9 1987 meeting in Room G-15, Town Office Building as approved June 11 1987 The meeting was called to order by Chairman Kennedy at 7 35 p m with other committee members Edson, Scanlon and Touart present John Kennedy arrived later Also attending were staff Coscia and Mac Innes and consultant Aitchison Representatives of architects TAMS arrived later as noted below Bids for Roofs Morello reported to be about to be awarded the contract for roofing all the schools except Bowman and Bridge, even though he is not licensed to apply Sarnofil roofing According to specs another equal and approved brand of material could be used However another bidder Titan, complained to the Bureau of Labor and Industry that the specifications were illegal in that they named a specific brand and therefore might exclude some bidders. The Bureau of Labor and Industry is reported to have concurred with this allegation and sent a letter to this effect to the Housing Authority (no one has yet seen the actual letter but it will be obtained) A hearing at the Bureau office is tentatively arranged for next Thursday, April 16, and a ruling will be forthcoming either at the hearing's conclusion or within 24 hours. After some discussion of potential alternative products, ways the specifications could have been worded to avoid the illegal branding (by naming two or more trade names) and the delays due to rebidding the committee VOTED, if Town Counsel agrees, to reject all bids and rebid (with revised specs) "in the best interest of the town Vote was three to one, with Scanlon naye At 8:25 p m. discussion began with architects Manford and McNicolas of TAMS regarding the plans and specifications for Contract 2 - Harrinoton Clarke Diamond and the Hioh School - which are 85 to 90 percent complete Harrinoton Because of roof leaks ceiling tiles are to be replaced However no roofing work is listed for that school , just gutters and downspouts. Question raised if roofing work would be possible under a change order or alternate Included in the work to be done will be waterproofing (question raised whether another wall should be added to the waterproofing list while the contractor is on the scene) , a new one-story classroom, exterior painting, puttying windows and painting doors. Also the heating system will have the outside air introduction reactivated and the hot water heating system rebalanced Smoke detectors and audio and visual fire alarms, exit and emergency lights and a dimming system for the gym lights (mercury vapor existing) will be installed Extra electric outlets for this school would cost about $10,000 ilk PBC Minutes 4/9/87 p 2 Clarke ground waterleakage problems were noted The bottom floor is the wettest Two people were vacuuming the water when the architects last visited VOTED to study the drainage around the front of the school to see if that could be improved Ceiling tiles existing are a keyed 1 x 1 foot system that is difficult to deal with A two-foot system has been suggested i Any ceiling on this ground level must be fire-rated Electrical and storage areas are also involved Agreed that ceilings for the ground level deserve a second look by the architects. On the the third level replacement carpet should be adhered to the floor so that rumpling will no longer cause a problem beneath moving walls. The folding wall in the little gym has been a problem; committee members questioned its use Another moving wall was apparently omitted from current plans exists in the auditorium, where the wooden coil walls mechanism is not working and has been costly to maintain Architects will look into this. Diamond Middle School projects include entrance doors lift repair of roof leaks and replacement of ceiling tiles, revision of bathrooms and ramps to accommodate the handicapped Maclnnes advocates blacktop rather than concrete for the ramp to reduce icing in winter Hioh School plans call for replacing only damaged ceiling tiles, spray painting of walls and lockers, painting all classrooms Recommended that these items be priced on a unit cost basis. Comment School looks "grungy" On the second floor near the auditorium partitions will be rearranged in what is now a book storage area All bathrooms will be upgraded. It has been requested that the sink in the old science demonstration area be kept, as it is useful Original drawings of the high school are not yet available to the architects; they would be useful Agreed that the locker room should be rearranged prior to consideration of changing the basketball floor Although it is clear that a new subfloor is needed, the architects are still investigating poured rubber (cost about $68,000) versus a sandwich with one plywood layer (cost about $100 000 installed) or reinstalling the current wood floor (about $58,000; However, it might be possible to sell the present floor, which is a maintenance headache according to Maclnnes. A new concrete subfloor is recommended; $70,000 is budgeted New basketball standards would cost $20,000, as also would new lights, without a mechanism to replace bulbs. In discussion of alternates for bid package 2, floor concrete and standards would all be alternate with lights postponed to bid package 3 Next would come receptacles for Harrington and Diamond back door for Diamond and receptacles for Clarke, and si •th would be painting Bathroom details should be established with Maclnnes PBC Minutes 4/9/87 p 3 64 Payment approval of bills on the attached list from Chartwell VOTED unanimously Next meeting will be Thursday, May 14 at the office of TAMS in downtown Boston at 7:30 p m.
