MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of September 11 1986 Meeting in Room G-15 Town Office Building as amended October 1, 1986 The meeting was called to order at 8 02 by committee member Ted Edson in the absence of Chairman .ennedy Other committee members p=-esent were Ken Lawrence Jim Scanlon and Mary Lou Touart Also attending were Town Manager Bob Hutchinson School Department s Jim Maclnnes School Committee members Paul Newman and Lynda Wik and Ian Aitchison of Chartwell _ Acceptance of Minutes Recommended that committee members look over minutes of May 21 and those following (all but the first labeled draft") at their leisure and bring their list of corrections to the nert meeting Selection of Architects Aitchison reported that he had 'isited seven bidders at their facilities and had interviewed four more b' telephone Those visited were Keyes Gale Bayside Amsler Hagenan MacLean DRA Hammer Kiefer Todd and TAMS. He had spoken with Horne, Rosenfelu B-iggs and Taskin over the telephone Of all seven or eight were rated as good bidders The three engineering-oriented firms - Gale Bayside and Keyes - were deemed good engineers and four architects excellent TAMS especially impressed him. The three discovered not in the same league were Taskin a new company` John Gerald Horne a too-small firm whose high fee was erroneously based and R'oser,f>•id who did not personally speak with Aitchison but assigned the interview to a subalterr A compendium of all the interviews encompas- sing common queries of all was passed around All eight of those found capable by Aitchison - four architects three engineers and roofing specialist Briggs - win be asked to appear at interviewing sessions September 24 and 25 beginning at 30 p m. , allowing 45 minutes for each Committee members were encouraged to get their recommended questions to Aitchison by Monda` so that he can prepare a list of questions to go out to committee members by Friday September 19 Recommended plan for the f rst night engineers and Briggs tentative preference order of engineers Keyes, LaRosa `Ba"side and Gale Each proponent will be asked to prepare a 20-minute elpositior with the rest of the time for questions Those wishing to go inside buildings should be asked to call M- Maclnnes first Aitchison listed some questions for architects - What is your understanding of the client and community" - What are your capabilities - What were your results on budgeting - What are some of your past experiences' - What are your present commitments" - What is your understanding of the job' - how do you approach remodeling" Facade for ez.ample' - How would you work around a school in session' How would yoi. develop strategy" Committee members told Aitchison they wanted his opinions on the finalists. He responded, Read my notes, " assuring committee he would add his input before deliberation concluded Schedule Concerns Noted that architects should be aboard by October 8th and that roofing would not require information meetings as promised at Town Meeting Ways of positioning these public meetings so that helpful citizen/staff input would be encouraged without paralyzing progress were discussed The meetings passably co. ering two bi.±ldings at a time could take place in mid-November prior to finalizing plans for construction bidding Information would be presented as 'This is what we are going to do " Special concerns for an early start of roofing were expressed by Maclnnes and the committee Aitchison was asked to check out Briggs prior to the ne; t meeting All schools roofing e; cept for Estabrook and Fiske (four roofs) should be done before year s end if possible Edson will be in charge of getting information to committee members on questions and meeting schedule Meeting adjourned at 9' 17 p m until Wednesday, September 24 1986 at 7 3) p m in.
