HomeMy WebLinkAbout1986-08-27-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Auoust 27 1986 committee meetino in room 8-15 Town Office Building as approved October 1 ), 1986 without amendment The meeting was called to order by Chairman William Kennedy at 8 05 p m with all committee members present except Daniels and Scanlon Others present were staff Emanuele Coscia and James MacInnes, Capital Expenditures Committee member Sheldon Spector Selectmen s liaison Leo McSweeney, Assistant to the Town Manager Susan Adler and Le: incton Minute-Man reporter Lisa Richmond Richard Heydecker of EKG appeared for part of the meeting VOTED CONFIRMED Payment of $177,558 80 to Barbatos Construction for approiimately half of his work at Bridge School This payment was due and to have been approved at the cancelled August 13 committee meeting VOTED APPROVED Payment of KLO s $6.994 69 bill for processing of SBAB forms Grossimon stated that this work was clearly beyond the original contract Committee members recommended that future contracts include this sort of work Meeting with Chartwell s CEO Aitchison was reported by Edson who noted that he also met Mr Mason at the small Boston office of Chartwell Mr Aitchison was all-looking that day and because of this indisposition his promised report was not ready for August 13 and that meeting had to be cancelled The Chartwell proposal had since been sent all committee members who raised questions regarding man-deo calculations and the total and details of Chartwell s fees Edson had asked what if the Town would pay $300 .10e instead of the $329 000 quoted in the proposal , and Aitchison responded that he did not wish to scrimp and pennypinch while accomplishing the job On the other hand the committee thought the proposal s e: clusa•on of travel between Boston and Le; ington and long distance calls to contractors contradictory to the non-penny- counting stance Committee members calculated that Chartwell s rate was about $65/hourlperson Concern e: pressed that the work might ettend past the fall 1988 finish target Aitchison had discussed renegotiating his fee for a third summer After some debate on possible work schedule and need to have Chartwell chart the course of architect selection the committee VOTED to accept Chartwell s proposal with the addition of monthly cash flow reports and allowing for a 38-month possible construction time A letter of intent preliminary to contract rill be drafted so that Chartwell will be able to participate in architect proposal consideration and selection Architects Proposals were re' aewed rapidly by Susan Adler who noted that Rosenfeld s proposal was 2u minutes late and that Taskin s arri ted two da""s late by mail After briefl speculating en how many architec_s would be willing to take on less than the whole job (se""eral actdally bid on only parts of the projectis the committee agreed that the ne) t meeting should tar:e place on Thursday September 4 so that Aitchison could be present to develop the architect selection process with the committee Then the foilowing week the committee would meet both Wednesday and Thursday to interview architect-candidates • Progress at Bridge and Bowman Schools is essentially on schedule Dick He«decker of KLU reported Despite flooding from a downpour lust after vent-holes had been drilled in the new roof at the Bridge School the job is sufficiently completed that the p"nch-list session all be held tomorrow midday A few items are not installed for lack of delivery the major of these are the cabinets for the wardrobe area where the last spring s fire began Concern was e: pressed that saturated insulation might cause additional damage if it does not dry fast enough Guarantee of contractor s repairs is for one year In keeping nth understandings at Town Meeting when the project was approved informational meetings will be held at each school to present progress plans and offer an opportunity for staff and public input Roofing which should not require hearing process should be done by winter Maclnnes emphasized ) Heydecker showed the Bridge/Bowman plans and pointed out some of the proposed modifications for handicap access The committee also inspected some carpeting samples recommending that the specifications call for "Woven Other specifications might become proprietary by virtue of their e) tending e_ isting materials and systems Meeting adjourned at 1C 34 p m. until September 4 at B p m.
