Minutes of committee meeting July 23 1986 in Room 5-15 Town
Office Building as approved without amendment October 1 198E
The meeting was called to order at -SO4' p m by Chairman William
P Kennedy Also present were committee members A. Daniels (8' 10
p m) , H Grossimon ,3 Scanlon tS 22 p m ) and M L Touart; DPW
Administration Director W. Tonaszuck DPW Managerof and
Fac=ilities E. Coscia and Public Schools Business Administrator

Meeting with Representatives of Brigos of Rockland Mass Ralph
E M Noblin and Robert Bonica emphasized assorted capabilities
of the firm in fields such as asbestos abatement, roofing
materials and testing quality control scheduling and design
review Among projects Briggs had undertaken were International
Place schools in Fairhaven Stoughton and Lynn, Prudential
Center and Saltonstail buildings roof replacement and masonry
inspection for Boston Properties
Kennedy "We re looking for construction management Could you
speak to this"' Briggs spokesman said they preferred small
contracts Daniels "How do yo€., feel about being in an ad4isory

This is a unique situation rather than dealing directly with
the contractor Further queries concerned see- ing good bidders

Aitchison stated his firm are neither designers nor builders but
are oriented toward set -ice with economic emphasis for clients
He would begin with budget schedule analysis studying all
options. Committee members noted that advertisement just dent
out toda for architects and that the building consLltant s
ad ice would be needed in selection of architect and dividing
responsibilities Maclnnes _..pressed concern about Chartwell s
familiarity with locals Aitchison No problem
On pricing Aitchison said he would be most comfortable with a
fi .ed price fot services He said he would need a week or two
for the most dif+icult task of sorting out responsibilities and
estimating time, but that he would be able to come up with a 'not
to ET-' ceed6° amount

Resources would be available when needed he said The Sob of
the consLitant is to see that all contractors do their job The

Committee discussion of two candidates noted that proposals had
been received from five but only two were appearing this
evening Committee was impressed by Aitchison s understanding of
has role as "manager of the architect" and deliverer of value
engineering as well as his stature However, they were
concerned about his fee structure his once-a-month site
visitation estimate and staffing backup
In order to assure that the town would get what the committee
wants a further conference with ,ennedy and Edson, preferabl at
Aitchison s office was authorized by committee concensus The
conclusions of this conference .all be reported and confirmed at
the August 13th committee meeting (Bids will be discussed August
'lth )
after noting some problems at Bridge School , including a $a 000
refund due from the electrical contractor the meeting adjourened
at 10 55 p m ur til Wednesday August 13 at B n m
