Box 636 Meeting on Tuesday, February 10,1981

The meeting was called to order at 5:05 pm.
MOTION: Moved, seconded, and passed unanimously to accept both the
minutes of the meeting on January 13 and the special meeting
on January 21 , 1981 .

passed to agree to the request of Rep. Stephen
Doran to hold an informational meeting one morning a month in
the CoA offices to respond to the needs of the elderly in
Lexington.
Ch Rooney spoke about the meeting on the previous evening with the
Selectmen re the ELDERLY NEEDS ASSESSMENT. He told the Council that he
had felt that the climate was favorable during the meeting. S. Clark
noted that "the concept was received but not endorsed" by the Selectmen
Weinstein spoke and stated that, as in the play Rashomon, he had a slightly
different reaction to the meeting. With the adoption of the concept of
Muzzey as a Center he saw that Selectman Kent would "move rapidly",
Selectman Crain would "move rapidly", and Selectman Busa would be "negative
to the move". There are admitted problems with Muzzey. 1 It is huge.
2 It would need tobave numerous users 3. A careful study of the compati-
bility of users would be necessary. L}. Senior housing within the
building could be a source of problems.
It is our understanding that Busa will head the Muzzey Conversion
Committee, the Selectmen will appoint the other members of the Committee
and the CoA should be represented on the Committee
J Clark noted that the Selectmen deferred to Bea Phear She feels
that this could be counter-productive Clark also feels that we would be
far more effective if we bad elderly advocates
Harris has been requested to speak at the next Congregate Meal to
encourage the CoA users to form a vocal and active advocacy group It

was noted that AARP and the Senior Citizens Club never enter the political
arena Rubin interjected that there should be a positive ways, that the
Friends of the CoA could work more effectively in our behalf. "The time
has come for action! " . Vocal support is needed from sources other than
our own Council The concensus is that we must mount a vigorous plan for
growth. J. Clark urged that a business meeting, following the congregate
meal one day per month, to cover legislation, advocacy, nutrition, etc
would form the nucleus of a user group
Harris announced that he has an associate who is an architect who would
be willing to go through Muzzey for an informal assessment. S. Clark stated
that he and a friend who is a real estate developer would join them
A discussion followed re a meeting with the Town Manager, the Coordin-
ator, and the CoA Chairman. The Town Manager has been supportive of our
budget.
New business Melchor reported that the cost of the Meal on Wheels has gone
up $1 .25 per week. The clients will now have to pay 017 50 for the ten
meals. Three clients are on subsidies
Weinstein wants us to build up a list of congregate meal users, keep
advertising the meals in the Newsletter, add a second day for serving a
meal, buy our own stainless steel serving utensils J Clark charged us to
research the feasibility of serving meals in the meeting room rather than
the Great Hall Melcher hopes that the present one day a week meal can be
carried through FY81 There is no room in the FY82 budget for a second day.
The request must be put through the Town Meeting
The proposal which had been sent to MMHCC for funds has been returned
because of a misintrepretation as to the allocation of the funds It will
be rewritten to include a request for help with the congregate meals program
and also for a specific new office typewriter. At this time the CoA is
borrowing the serving utensils from Sellers
MOTION Moved, seconded, and passed to adjourn the meeting at 6 40pm
The next regular meeting of the Council on Aging will be held on Tuesday,
March 10, 19611 at 5 00 pm in the offices of the Council on Aging.
