HomeMy WebLinkAbout1978-12-13-COA-min.pdf n '•yy'' COUNCIL ON AGING P 0 Box 636 Lexington, MA 02173 on" ob MINUTES OF COUNCIL OF AGING MEETING ON fill / December 13, 1978 Present Ch W Sen, V Ch R Weinstein, Treas J Carlson, Sec D Williams S Clark, F Cooper, S Goodwin, A Green, A Jackson, B Luckman, C Miller Staff J Melcher, S Merfeld, C Stone Guests Jack Gardner and Frank Stowell, Forum on Aging Observers D Barrington, LWV Carolyn McDonald, Middlesex Community College The meeting was called to order at 8 p m MOTION Moved, seconded, and unanimously approved the Minutes of the Meeting on November 8 as sent to members MOTION Moved, seconded, and unanimously approved the Treasurer's Report through November 30, 1978 Approved four bills Chairman' s Report W Sen reported that he had met with the Town Manager and the Comptroller on the CoA Budget for FY ' 80 He had discussed the various items in the budget, including the Meals-on-Wheels program, and the plan to make it "pay as you go" Money is included in that program to help people who cannot afford it, as well as donations being sought for that purpose It was reported that the new cost schedule was in effect the last week in November Senior Aide's Report (see attached) Minibus After some discussion concerning the number of riders during the past month, and the needs of the people who use it, the following motion was made MOTION Moved, seconded, and unanimously passed that the CoA support the Minibus once a week through April 1 Meals-on-Wheels Report (see attached) Item B of Resolution 10, Forum on Aging Meeting Jack Gardner and Frank Stowell of the Lexington Forum on Aging Committee presented a very complete report on Item B as given in J Gardner' s letter of November 21 It was stated that a questionnaire had been circulated at the last monthly meeting of the American Association of Retired Persons (AARP) , and the response showed that there was an interest in holding several daytime education classes The Council was asked if classes might be held at the Church of Our Redeemer in the CoA rooms and if the Council would like to have classes held here The plan might be to have high school �Gq""G teachers come to the Council rooms to teach classes during the c/ '% daytime, its central location being an asset In order that a (gilt = w course be given, 15 people must attend It was asked if the ; ='�'LY� t RVPI 0 F'klI1 Gl'[,� Lexington Council on Aging 2 Minutes of Meeting of December 13, 1978 I CoA might put the questionnaire in the Newsletter, but after discussion, it was suggested that a better response would be obtained by passing it out to various citizens ' groups and having the response immediately The Coordinator reported that rooms were available on Mondays and Fridays, and that approval should be obtained from the Church The courses had been mentioned in the Lexington School Newsletter MOTION Moved, seconded, and unanimously passed that the CoA show an interest in the classes as an experiment by providing available space for the classes (Resolution 10, Part B, of the Forum on Aging) Friends of the CoA. S Clark stated that a second meeting had been held to form a group independent of the CoA - about 20 people attended One role suggested for the Friends was that it fulfill an advocacy role for senior citizen groups in the community There exists a feeling of loneliness for the senior citizen in many cases An attempt would be made to provide support for problems of common interest Purposes of the organization, and its incorporation, are going forward It could help the CoA on fund raising A steering committee was formed It was suggested that members of the Friends might attend the next CoA meeting, and that Council members should think about what concrete tasks such a group could accomplish Immediate suggestions take care of a Drop-In Center completely, provide friendly drivers, be a watchdog on the Council, be a generator of ideas Picture The picture was taken for the Annual Report Forum on Aging D Williams made a request that members respond to the letter presented to the Council by Frayda Cooper - D Williams had attended the last meeting of the Ad Hoc Committee F Cooper stated that she had indicated to the Committee that many different money resources were available for financing Many questions were raised about forming any committee outside the Board of Health, that 15 members would be too many for such a committee, and that there was no mention of environmental health in the proposals After much discussion, the following motion was passed, and it was suggested that D Williams present this at the next meeting of the Ad Hoc Committee MOTION Moved, seconded, and passed unanimously, that the Council on Aging non-concurs with the basic recommendation presented, and feels that the responsibility is with the Board of Health The Council will support the expansion of these activities under the Board of Health and will cooperate in any way on problems or programs for senior citizens Home Care Corporation S Goodwin brought the Council up-to-date on the Home Care Corporation, its activities and its funding He stated that he is on four operational committees with that group at the present time Lyn Yansen has resigned as Alternate for the CoA and a new appointee is needed PLEASE submit a recommendation for this appointment Lexington Council on Aging 3 Minutes of Meeting of December 13, 1978 Coordinator's Report (see attached) ni, IW Ze- CoA Brochure C Miller reported that funds no available for a project the CoA might like to do It has been suggested that we use any fund to print a brochure of agencies within the community, available to the elderly The original idea for this had been to collect brochures of various agencies and present these as a packet to seniors It now seems wise to make a brochure in such a manner that materials can be added to or subtracted from it It was pointed out that there can be two ways of lising in such a brochure Agencies and What They Do, and/or Problems and What to Do A question arose in regard to Hiring of CoA Personnel, the the role of Personnel with regard to the CoA MOTION Moved, seconded, and unanimously approved that W Sen and Joan Melcher comprise a Council on Aging Personnel Committee, charged to review candidates and report back to the Council The meeting adjourned at 10 23 p m �/ /�) s��-Le "/ etz—vvta2../ Dorothy B Williams Secretary Encs
