Weinstein L. Tropeano The meeting was called to order at 7:35 P.M. MOTION: Moved, seconded, and passed unanimously that the Minutes of October 10 be approved as mailed to the members. J. Carlson presented the Treasurer's report through October 1979. MOTION: Moved, seconded, and passed unanimously to accept the Treasurer's report. A discussion followed re the shortfall of our FY8O budget. Joan Melcher went over the Proposed Expanded FY8O budget. It shows a need for an additional $17x0. MOTION: Moved, seconded, and passed that a letter be drafted and sent to Town Manager, Hutchinson, requesting funds for the needed $1780. S. Clark abstained. Melcher presented a comparison of the FY8O budget and the Proposed FY81 budget. A discussion followed re areas which could be deleted and areas which needed expansion. MOTION: Moved, seconded and passed to raise the Personnel Services in the Proposed FY81 budget from $13,750 to $15,100 ($8550 for the Coordinator and $6550 for the Assistant Coordinator) . Sen abstains. There is a need to rewrite the job descriptions for the Coordinator and Assistant Coordinator in order to bring their salary levels in line with the scope of their jobs. A personnel committee was named by Sen. Committee members are J. Rooney, B. Luckmann, and B. Rubin. This CoA Personnel Committee will negotiate with the Personnel Board of the Town of Lexington. A further discussion of the proposed FY81 budget yielded changes as per attached chart. A discussion concerning a letter of October 19th from Hutchinson to Sen (see attached) followed. Sen will contact the Senior Citizens Club re their activities. MOTION: Moved, seconded, and passed to set aside $2200 for the Senior Citizen Club with the unused balance to be used by the CoA and other senior groups. B. Luckmann abstained. MOTION: Moved, seconded, and passed to accept the Proposed FY81 Budget. Chairman's Report: W. Sen reported that the Town is exploring the use of the Monroe School as a possible site for the CoA. Coordinator's Report: J. Keleher wondered whether there was a possibility of Board Meetings being held in the late afternoon rather than in the evening. Not possible for everyone. A discussion was held re the Emergency Assistance Fund. There is a request from the Mass. Social Services Board for a member of this community to serve on their Board. Decision was made to refer this to the newly formed seven member Human Services Committee of the Town. Assistant Coordinator's Report: Information given re a more effective use of the CoA telephone service. MOTION: Moved, seconded, and passed to change the telphone service in the CoA office. Change from measured business line to full business line. Also have a thirteen foot line put on one of the boxes. Coordinator of Friends of CoA: Mary McDonald reported on the newly accom- plished fact of the Friends being a non-profit organization. Our franking privilege has been changed at the P.O. McDonald plans on starting a publicity program in January. She also spoke about the push for getting the Monroe School as our new site. A photographer took pictures of the Board and Staff for inclusion in the Town Report. MOTION: Moved, seconded, and passed unanimously to adjourn at 9:20 PM The next meeting is set for December 12, 1979 at 7:30 PM
