Council on Aging October 9, 1979
Subject Special meeting among members of CoA, Senior Citizens' Club
and Nancy Banks, Assist. to Town Manager.
A special meeting was called by Bill Sen to be held in the CoA Offices on
Thursday, October 4th at 10;00 AM.
Present Nancy Banks, William Sen, Moan Melchor, Barbara Luckmann, Elise
Morehouse, Louis Tropeano, Alba Tropeano, Warren Chafe, Lil
Chafe, Clare Burke, and Frank Mattson.
Purpose: To pare budget, one item of which is the use of the recreation
money for the senior citizens of the Town. It is Banks ' under-
standing that the CoA is to make the decision as to how and to
whom it is to be dispersed.
Discussion: On the dispersal of $3000. A clarification is needed as to
understand and implement the letter of January 31 , 1978 from
Hutchinson to Sen.
Sen showed budget track for three running years - FY 78,79, & 80.
Banks called attention to the facts that the $4000 for MOW and
$3000 for recreation are the causes for the increase in the budget.
Agreed: $3000 is set aside for recreation.
Questions How is that money to be used and by whom?
How do we pare the budget?
Options Go to Reserve Fund.
Delete or alter some of the budget items.
Problem We are running a $30,000 program on a $27,000 budget.
The budgets are set so far in advance that it is diffi-
cult to anticipate actual needs. Our rate of growth
is phenomenal. The Club of the Senior Citizens
feel that they are being singled out to be penalized.
Two issues need to be addressed:
1 . The budget crunch needs to be discussed between
Nancy Banks and Bill Hutchinson.
2. The $3000 should remain intact.

Further discussion Tropeano questioned wny CoA has to give
money to MEC.
Banks questioned the "categories of
recreation use".
Banks will spend time with Melcher and
Carlson to view overruns.
Banks will spend time with Hutchinson to
get better interpretation of previously
mentioned letter (January 31 , 1978) and
report back to us.
A more detailed breakdown of how we spend
our money is needed.
The meeting was disbanded at 11 :10 AM.
