1 The meeting was called to order at 7 50 P M by Ch Jane Stumpp
Minutes of the February 23rd meeting were approved as distributed,
2 The Council discussed Warrant Article #65, and it was moved, second-
ed, and voted that the Council on Aging supports the concept of Arti-
cle #65 but does not feel that it can, or should, be responsible for
its implementation This decision was discussed with Mr Page when
he appeared later on in the meeting, and various suggestions were
made to him with a view to strengthening his presentation at Town
Meeting,
3 Ann Greenway-Jackson' s report proposing the development of resource
and referral materials and of evaluation techniques was thoroughly
discussed It was moved, seconded, and voted that a sub-committee of
CoA members undertake to edit the report and make plans for implement-
ing it
4 Co-ordinator' s Report
a Attended a General Revenue Sharing Meeting at Town Hall at the
Town Manager' s request Jane Stumpp and Joe Rooney were present
also Very few committees were present, We made our suggestions
about future spending Feasibility Study of a Senior Citizens '
Center, and future funding of Meals-on-Wheels Mr Hutchinson
noted that ways could probably be found to fund Meals-on-Wheels
Little was said about a Center, but we felt it should be mention-
ed The Council' s budget will be taken from GRS for this year The
plan is to rotate different Committees ' funding through GRS funds
b Attended a General Revenue Sharing Meeting at the Town Hall at the
Selectmen' s request ; also a poorly attended meeting Nothing new
was mentioned, but Mr, Hutchinson wanted the Selectmen to hear
what had been stated about GRS funds
c Attended a Human Services Meeting on March 2nd with Jeff Shaw and
the League of Women Voters It was the best meeting I have ever
attended Thirty people represented about 20 agencies in town and
surrounding areas It gave us a chance to know what other agencies
did, who we were talking to, and to discover where we overlapped
in services , and where the gaps were Future meetings were planned
Minutes will be sent out
d Attended a meeting at the Health Dept to explain to them what we
are doing about Meals-on-Wheels Mr Smith wants to go to Symmes
one day soon to see the handling and packing of food Dr Merfeld
went with me and did most of the explaining
e Meals-on-Wheels is gathering steam, As of Monday, we will have
eight clients Sylvia Merfeld has put in countless hours on the
project, attending HEW to find out what other towns did in certain
situations , etc She really should be on the pay roll It looks
as if we will have some money in the budget to fund her through
May and June, after which the Town Manager will have a plan
f The Newsletter was mailed yesterday 2600 were mailed for 1194 48
200 were delivered to the Villages and the Drop-in Centers
g In the future should we recommend accepting checks only for any
money transactions of the Council like trip reservations?
h There are 71 people going to the Flower Show on March 22nd, using
2 busses from C&W
i Transportation patronage is picking up Twenty-nine people rode
last week Today, 20 people used the bus
The council agreed on the need to start paying Dr Merfeld; will
make a decision next meeting
It was moved, seconded, and voted that in the future , the CoA will
request that payment for trip reservations , etc , be made by check,
except in unusual circumstances
5 Rev Goodwin reported on the Home Care Nutrition Program The first
of seven meal sites is expected to begin operating in April Budget
is $209,000 of which $85, 000 goes to administration and support Plans
are to serve 340 meals a day, 5 days a week at a cost of 81 44 per
meal People coming to the meals will be invited to make a donation
toward the cost
Designated sites , costs , and number of meals to be served are
Acton West Acton Baptist Church $150/month 60 meals
Arlington Calvary Methodist Church $150/mo 70 "
First Baptist Church 210/each day of use
Bedford Congregational Ch. , Great Rd $762/yr 50 "
Burlington Sr Center - Union School 40 "
Maynard Elks Club 40 "
Woburn Movable Unit - Library Center 6o "
Personnel Janet Clark, Project Supervisor, $13,000 ; Co-ordinator,
$8,500 ; bookkeeper-clerk, $8, 300 In addition, there will be site
managers for 20 hrs /wk @ 24 00/hr and 3 meals drivers for 10hr/wk
• $2 50/hr Sites will be available to people from other communities ;
the site should be called a day ahead to reserve a place Donations
( 500 a meal) may be made , not required
6 Joan Melcher introduced Dr Sylvia Merfeld who outlined the status of
Meals-on-Wheels More volunteers are needed, especially drivers Dr
Merfeld also discussed the need for thermal containers for meals trans-
port Ideally, each volunteer driver should have 1 hot , 1 cold con-
tainer The possibility of using some of our special funds was sug-
gested Dr Merfeld will do more research; adecision will be made
next meeting after our fiscal review Dr Merfeld explained that the
drivers do not stop at delivery of the meals, but go into the homes ,
arrange food for the noon meal, refrigerate the other meal, make a
general check of the client and his situation Volunteer needs
1 packer daily, now; 2 drivers daily beginning March 14th
7 Dot Williams reported that she is beginning work on the May News-
letter. M-M Voc can produce the Newsletter in one week if we send
a copy-perfect version otherwise , they need our copy 3 weeks in ad-
vance
8 Friendly Visitors Ann Paranya reported that there are now 8 friendly
visitors who visit 9 people We could use more visitors - people who
are willing to make a commitment to make regular visits. The next
Friendly Visitors meeting will be held on April 12 , 1977 at 2 P M. in
the Barn at Mystic Valley M H Center, Bedford Street.
The Play Reading Group will hold its first meeting on Sunday, March 13
at 2 P M at Follen Church in East Lexington

10 Next meeting, on April 13th, will deal with a review of the budget,
