HomeMy WebLinkAbout2024-06-13-HPB-min-copy Lexington Housing Partnership Board (HPB) Meeting Minutes for June 13, 2024 Attendees: Cindy Arens (Sustainable Lexington liaison), Nanette Byrnes, Harriet Cohen (Clerk), Margaret Heitz, Jill Hai (Select Board liaison), Charles Hornig (Planning Board), Wendy Manz (Chair), Bob Pressman, Melanie Thompson, Betsey Weiss (Vice Chair), John Zhao (COA). Absent: Samita Mandelia, Sarah Morrison (LexHAB) Guests: Jay Luker, Linda Prosnitz (AHT) The Housing Partnership Board (HPB) meeting was chaired by Wendy Manz and minutes were taken by Harriet Cohen. The meeting was held remotely via Zoom teleconference. 1. Call to Order: Housing Partnership Board Meeting Ms. Manz called the meeting to order at 7:00 pm. The roll was called. 2. Discuss, finalize and vote on HPB comments on draft RFP for North St./ Lowell St. Ms. Manz provided an overview of the draft of comments regarding the draft RFP for North St./Lowell St. Ms. Heitz suggested additions to the HPB draft comments. Mr. Pressman shared his suggestion for a modification to the draft RFP, as did Ms. Weiss. The HPB then discussed various aspects of the draft RFP. Ms. Prosnitz provided background on the scoring system in the draft RFP and responded to questions regarding the draft RFP. After the discussion, the HPB reviewed the draft set of comments and came to consensus on a set of comments to submit to the Select Board. Ms. Weiss moved that the document be approved for submission to the Select Board as edited, with possible editorial changes. Ms. Cohen seconded the motion. Ms. Manz called the roll: In favor: Ms. Weiss, Ms. Cohen, Ms. Heitz, Mr. Linton, Mr. Zhao, Ms. Byrnes, Mr. Pressman, Ms. Thompson, Ms. Manz Against: none Abstain: Mr. Hornig Ms. Weiss and Ms. Manz will send the document to the Select Board and Affordable Housing Trust tomorrow morning, June 14, 2024. 3. Report on status of proposed 59-unit condominium development at 5-7 Piper Road. The next Planning Board hearing is on June 26. The developer is tasked with responding to many technical issues. The developer could respond on June 26 or could ask for a continuance. It is possible that the hearing will be closed at the June 26 meeting. Statements received after a hearing is closed are not part of the public record. The project is a by-right project. The Planning Board will approve it. It’s an issue of which conditions the Planning Board requires to ensure compliance with the zoning bylaw and with Lexington regulations. Given the lateness of the hour and the concerns expressed by the members of the Housing Partnership Board, Ms. Manz suggested a meeting of the HPB prior to June 26 to discuss HPB comments on the proposed development. Mr. Pressman listed a number of issues regarding the proposed blasting and the ongoing operation of Temple Emunah. The HPB will meet on Monday, June 24 from 7:00 to 8:00 to discuss the Piper Road development. 4. Report on June 5 Planning Board hearing on proposed condominium development at 89-91 Bedford Street The HPB did not address this agenda item. 5. Report on status of RETF legislation in the state legislature Ms. Heitz said that the RETF legislation has some life. The effort now is to persuade the Senate to include the RETF in their bill. Please contact your state senator to encourage them to take that step. 6. Discussion: Should the HPB formulate a position regarding the plans and financing of the new high school? The HPB did not address this agenda item. 7. Review minutes for March 7, 21 and April 3, 2024, HPB meetings The HPB did not address this agenda item. 8. Warrant Article #51- Amend Zoning Bylaw The HPB did not address this agenda item. 9. New Business There was no new business. 10. Next Meeting Date As noted above, the next meeting will be on June 24 at 7:00 pm on Zoom. 11. Adjournment Ms. Weiss moved adjournment; Ms. Heitz seconded the motion. Upon a motion duly made and seconded, the HPB voted by roll call of 9-0-0 to approve the motion. The meeting adjourned at 8:48 pm.
