HomeMy WebLinkAbout2001-02-28-HSC-min.pdf { Human Services Committee Minutes 2/28/01 Present: Barbara Ciampa; Helen Cravis; Bob Dentler; Steve Kelly; Cathy Abbott, Selectman Liaison; Tony Zeisfeld, Mercer Management; Steve Baran, Human Services Coordinator and Recorder Absences Steve Baran reported that Christine Yedica had had an auto accident and although not injured was not able to attend the meeting. The Committee also took note of Dr Khatri's absence which was expected to last until June. Macy Delong and Roz Gittleman were also absent. Recorder Steve Baran was asked to take the Minutes. It was agreed that this responsibility would be taken over by committee members in the future. Minutes of Joint Meeting of January 24, 2001 The minutes were approved with one exception. the starting time was 7.58 p.m. "Three Strikes" Cathy Abbott stated the Selectmen position on the Committee's desire to require a member who had missed three meetings to resign. The Selectmen believe a committee should have necessary leeway in such a matter but creating such rules should not to be seen as reflecting Selectmen policy Affordable Housing Survey The Committee voted to endorse the March 2001 regional affordable housing conference and members were asked to help out with its implementation. 2 Tony Zeisfeld, Mercer Management, 2020 Survey Tony Zeisfeld is a volunteer whose firm, Mercer Management, agreed to conduct the 2020 survey This is part of a strategic planning effort. Its purpose is to create consensus around town goals and foster ongoing dialogue. The 2020 process will hopefully offer representation to those who have felt left out. A 15% response to the survey is expected with a cut off date the second week in March. Summary statistics will be completed before Town Meeting. Those areas showing the most consensus will provide a point of departure for further planning. Barbara Ciampa who was active in the subgroup on the community offered her impression that human services were not adequately reflected in the report. She further commented that young people did not feel the study process was valid. Cathy Abbott thought it was that very cynicism that helped young people to leave the community Helen Cravis thought Robert Putnam, a Lexington resident who has written considerably on the breakdown of community, might be helpful in commenting on how to make neigh sayers feel a part of the process. Bob Dentler saw the strategic planning process as reflective of the thoroughness which was an important part of town culture, commented further that core values should not be equated with common goals. Mental Health Services Survey Plan Bob Dentler presented a proposal to map mental health services in the community The purpose was to look at unmet needs. An open-ended topical agenda would be used yielding a qualitative report. The approach would be anecdotal, a collection of stories. Steve Baran suggested as a point of departure looking at the statewide mental health survey whose results were just being made public.
