HomeMy WebLinkAbout1996-05-01-HSC-min.pdf Minutes Human Services Committee May 1, 1996 Present: Joan Abrahams, RePlace; Roz Gittleman; Donna Hooper, Co-Chair; Jean Luongo; Rick Safford; Jolley Anne Weinstock, Co-Chair Corrections to previous minutes 1/24/96: Page 1 - Jean Luongo was present at the meeting which took place on January 24 Page 2 - Delete words "over current $11,000" following reference to $69,834- -3% increase recommended as the RePlace service level budget recommendation for FY '97 Page 3 - omit paragraph 3 pertaining to services being provided by RePlace at the elementary school level. 2/24/96: Page 2 - omit word "vigorously" in paragraph one pertaining to RePlace follow through on its commitments. 4/10/96: Correction of typo at end of paragraph 1 of the revised draft Human Services policy -- "The philosophy shall emphasize prevention and shall facilitate (instead of facility) involvement of all human resources. RePlace Joan Abrahams reported that of the counseling cases being carried this year 42 had been been carried through the Town contract out of the 76 seen to date. Joan requested for clients experiencing financial hardship that RePlace be allowed to amend its contract to permit offering three additional sessions per client during May and June. Joan described programs being proposed for FY '97 1. Substance abuse in high and middle school Intervention needs to begin in 6th grade. Laurie Fiedler, a psychoeducational consultant from the CBHC Student Assistance Team, believes kids need a place to talk. "Psychoed" is seen as a prelude to "rapping." The counselor attached to the program should not be an authority figure. There was further discussion of the confidentiality issues involved. Steve advised researching existing protocols. David Shim is already working with a 6th grade boys' group and with an ACE program. Both of these are strictly confidential. Records are kept in a locked file at CBHC. Parents are informed but not asked to give consent. d Human Services Committee Minutes May 1 1996 Page 2 2. Multi-adventure program Tom Healey of CBHC will be leading a six-day outward bound program. Youth involved would be referred by clinicians and guidance counselors. During the first year there will be no mainstreaming and no mixing with youth from the Watertown program. 3 Parents with disabled children A group for siblings of disabled youth, activity-based - for 4th to 6th graders, six to eight in each group. 4 Peer program We School Planning Steve brought the committee up to date on his inquiries into what is happening in relation to pre-school funding and scholarships. See attached report.
