The Committee discussed its schedule for review of proposal and final recommendations concerning the youth
services grant for FY '96. A list of questions were prepared for a meeting with RePlace on August 15. A sit e
visit is to be arranged prior to the meeting.

1. Clarify what is meant by hiring of additional staff(page 1, last paragraph).
2. What prompted the development of new programming and who paid for it (page 1, last paragraph)?
Auy duplication of reimbursement?
3 Explain essential aspects of merger (page 2, par. 3). Has RePlace been dissolved as a legal entity?
What are the implications of having RePlace representatives on the CBHC board?
4 Does RePlace/CBHC envisage providing additional services at no additional cost?
5. What was the involvement of CBHC in writing the proposal?
6. In relation to RePlace utilization in FY '95 (see pages 3 and 4), what kind of utilization is projected for
FY '96? What importance does RePlace attach to utilization as a measure of success?
7 What space arrangements are contemplated with Hancock church after next year (page 4)?
8. How will RePlace conduct outreach (page 5)? How is Mark Reeves, as an African-American, received
in the community? How does RePlace conceive of community' e.g. philosophy child-centered or
family-centered?
9 What is die RePlace appreciation of needs in the community (page 5)?
10. What evaluation has RePlace made of alternative child assault prevention models (page 6)?
11. Who will be involved in the dialogue on diversity (page 8) other than young people? How will RePlace
plan its approach to diversity in relation to activities going on in the schools? For example, if a racial
incident were to occur, what is the plan for RePlace, schools, police, etc. getting involved?
12. How does RePlace plan to reach out to youth who do not appear to be immediately at risk, a significant
proportion of the Eliot drop-in population (page 9 drop in center)? How will the drop in center sites
be differentiated one from the other?
13. How will staffing be allocated between programs in FY '96 (page 11)?
14 What kind of involvement is contemplated between the RePlace Director and the CEO? What will be
die relationship of the RePlace director, the CBHC board and the RePlace advisory council? Explain
die organizational chart, particularly in relation to other CBHC programs.
IS. What is the CBHC capability to assist in evaluation efforts? What is the Sisyphus Clinical Records
System (page 12)?
16. What kind of RePlace fundraising is contemplated in FY '96. On what basis is the goal of$35,000
projected (page 12)?
