July 19 1995

1. Minutes, 6/7/95 and 6/29/95
The Minutes were approved.
2. RFP approach
It was noted that while services were specified, no particular mix was requested. Each proposer was
given the latitude of coming up with a different approach.
3. Proposal evaluation
Rick Safford commented that when proposals were reviewed there would have to be some weighting of
what was more or less important to the programs being proposed.
The Committee voted 7 to 1 to accept additional help for the purpose of evaluating the proposals. This
was being done to avoid any inadvertent bias or perception of bias. It was agreed to include for this
purpose Leona Martin (Fair Housing and Human Relations Committee, Lexington Housing Authority)
and Marilyn Goldman (Executive Director, Temple Emunah and formerly their Youth Director). It was
further agreed that a third person be sought, e.g., from School Department, Police Department,
Comptroller's office, or a youth representative.
Steve Baran was asked to inquire if a representative from the School Department or the Police
Department might pose conflict of interest problems and what would be the procedure for obtaining
approval to involve these persons.
4. Schedule of forthcoming events
8/02: No regularly scheduled meeting
7/31. Needs assessment presentation to the Board of Selectmen
8/09• Members to have initially read and ranked proposals
8/15 8/17- Final review
5. Needs assessment
There was further discussion of a final draft of the needs assessment with unanimous agreement on a
final ranking of problem areas.
