Minutes, 6/7/95 To be reviewed at the July 19 meeting. 2. Donna Hooper- work plan for Committee Donna Hooper explained that an earlier work plan called for the following sequence of events: needs assessment; Request for Proposal; review of proposals; award of contract. Due to needs of agencies to have time to plan for the fall, the agenda would be revised as follows: Request for Proposal; review of proposals; awarding of contract in the light of the completed needs assessment. 3. Discussion of RFP The following suggestions were made by the Committee: a. Drop in center should not be identified as a service that would necessarily cost more than any other service. b. Clarify that contract cost is not $67,800 but some fraction of that depending on the start date for the FY '96 program. c. Revision of preamble should feature children and their families' and note Town's policy of prevention. d. Article 21 services should be specified. Jolley Anne Weinstock noted that she had emphasized in her recent meeting with Eliot Community Human Services the importance of educating the public. Barry Orenstein asked whether a drop-in center needed to be prominently specified in the RFP Would it suffice to simply subsume this under outreach"? The Committee thought that outreach should be emphasized. On the other hand, latitude should be given to each proposer to articulate a distinct vision of services. 4. Needs Assessment reports Rick Safford reported on meeting with Police Department. Among the youth programs discussed were: court diversion program, alliance program (liaisons between police departments and 45 participating school districts), and DARE program. The Police Department places great store in collaboration; no one agency can do it all. They like the idea of a drop-in and recommend a store front type of program similar to the one in Depot Square. Haman Services Committee Minutes June 29 1995 Page 2 Jolley Anne Weinstock reported on her meeting with Reverend Alden Flanders who said that kids need to feel connectedness with the community their parents were not always available in a non judgmental way and are too caught up in making a living and/or accumulating wealth. Kids crave a sense of stability a place where they can be safe. They need parental figures. This generation does not respond to an authoritarian approach. A drop-in center with interested adults can do this. 5. Agenda for meeting on 7/19 The entire meeting will deal with services addressing needs and what should be given priority Julie Fenn will report on her meeting with an assistant principal.
