Replace FY '95 Budget Recommendation
It was unanimously agreed to recommend level-funding for RePlace at $67,800. This was done on the basis that
the Committee needed to balance what it considered important for youth against the needs of the Town for
budgetary restraint. The Committee was going through a year of transition in investigating need for services and
ways to avoid overlap and duplication of services.
CMARC FY '95 Budget Recommendation
The Committee was in agreement that CMARC should be funded at $10,457
Report on proposal to equip Cary Hall to provide access for the hearing impaired
Rick Safford is working with Mr. Blanchard on further modifications of his proposal.
( Youth needs interviews reports
Hayden (report by Jeanne Luongo): big drop-off in enrollment for junior high and high school youth.
Hayden is seeking ways to attract them, such as installing a weight room for young women, while
avoiding use of facilities for dropping in or hanging out. They are connecting with School Department
to explore joint programming such as 'adventures. Problem in program development related to
original strictures of the will which calls for building character and the like.
The Committee discussed factors which make youth less interested: working after school including
taking on babysitting; taking on responsibilities of parent who are working; being generally more
mobile and independent with cars and money to spend.
Single parents (report by Jolley Anne Weinstock): children feel isolated and stigmatized; have
difficulty in accessing resources; credibility as parents in doubt because of their problems; issues of
self-esteem; felt need to break out of isolation. They expressed desire for: group counseling;
scholarships at Hayden and for school day care; information and referral services; counseling; informal
support network; accessible day care; affordable housing;job placement counseling; pro bono legal
advice; their own resources; their own leadership supplemented by outside leadership.
Support Committee for Battered Women (report by Roz Gittleman): serving 60 Lexington residents;
need for training; more coordination with School Department; concerned with battering among
teenagers down to age of 12; 12 year-old girls are going on dates with boys and being battered; school
is becoming an unsafe place; mothers are blamed for family ending up in a shelter.
Eva Glick and Roz Gittleman will interview RePlace peer counselors; Martha Queenin will be interviewed by
Eva Havas and Donna Hooper.

Donna Hooper circulated the final draft of the Human Services Committee report on the 1990 census as an
internal document. Steve will send out the RFP prepared by the Health Department (School Department RFP
has already been circulated to Committee members).
