HomeMy WebLinkAbout1992-11-04-HSC-min.pdf Minutes Human Services Committee 11 /4/92 Present Renee Cochin and Donna Hooper Co-Chairmen Eva Glick Eva Havas Ann Irving ; Rick Safford Steve Baran Human Services Coordinator Absent Dennis Murakami Ruthie Liberman Eva Havas Eva Havas was welcomed as a new member of the Committee Minutes The Minutes of 10/ 13/92 were approved Co-Chairmen Report Renee noted that she had received no response either to her letter to Rick White ( re Letter of Intent to RePlace ) or to her letter to Jacquie Smith (re Human Services Committee liaison) Steve noted that he had inquired of Rick White secretary, heard ( ) he was considerably backlogged 1 Coordinator' s Report Steve reported The number of CMARC placements in industry--six between 1987 - 1991 --seemed rather small This was noted in Steve' s preliminary budget report to the Town Manager Renee commented that much more needed to be known before determining whether the number placed was large or small Renee and Steve will review CMARC budget with Sheri McCann An intern connected with the Public Trusts office of the Attorney General came to inquire about how public charitable trusts are administered in Lexington The Attorney General believes there may be considerable funds not being dispensed with potential for charitable distributions in other towns A FEEMA ( federal emergency funding ) application had been sent to the Town Manager for his signature $3, 500 has been requested to provide persons in arrears ( J for rent, mortgage or utility bills Human Services Emergency Fund Renee reported on a meeting she, Donna and Steve had attended with the Trustees of Public Trusts in relation to the Human Human Services Committee, 11 /4/92 Page 2 Services Emergency Fund The accumulated interest with which the Fund had begun was now considerably depleted with $ 11 , 000 remaining Steve reported that the Trustees had set aside $3, 500 for direct services and $700 for a campership (not an emergency request) for FY ' 94 The Trustees had suggested trying to tap into other sources of funding, e g , Lexington Interfaith Outreach ( food pantry) or Minuteman Santa. Renee informed the Committee that David Williams , one of the trustees, had offered to duplicate a large number of the Emergency Fund brochures She will meet with Donna and Steve to revise the current brochure Needs Assessment Ann said that the subcommittee looking at census data was hard at work The subcommittee was particularly aware of elderly people who were poor and living alone Renee asked Eva Havas if she was aware of social indicator data ) that might be helpful to the Committee Subcommittee reports Recreation Eva Glick reported that she had attended a meeting of the Recreation Subcommittee on Disability They were conducting a survey of all Town-sponsored recreation facilities The group was interested in how complaints were channelled within the Town (through the Americans with Disabilities Act Coordinator ) and how accessibility of recreational facilities might be publicized Replace Ann Irving announced that there would be a meeting with Bill Blout on November 10 The subcommittee was emphasizing program planning, staffing and budget Council on Aging Donna is investigating linkages with the Council on U Aging as these relate to the U S Census and was seeking information on how the 1986 Human Services forum was conducted (Th Human Services Committee, 11 /4/92 Page 3 Metropolitan State Rick will draft a letter to Leo McSweeney requesting information on implications of Met State planning for human services 0 U
