Human Services Committee
September 2, 1992
Present: Renee Cochin, Co-Chairman, Ann Irving, Co-Chairman, Eva Glick;

Minutes
The Minutes of 8/5/92 were reviewed and approved with the following correction: Bottom
of page 1, last sentence should read:
"Ruthie Liberman, candidate for Human Services Committee, said she
came to" (with remainder of sentence on page 2)
The Coordinator's Report of 8/26/92 to the committee was presented by Renee Cochin.
Issues summarized include -
- Nobody wants to look at a Proposition 2 1/2 override for FY94,
- Town Manager anticipates there may be a slight increase in revenue
flow for FY94
Battered Women's Shelter
Ann Irving reported on the recent meeting with representatives of the Battered Women's
Shelter (Waltham) and Re-Place. It was determined that some similar services are
provided by both Re-Place and the Shelter
( The shelter's youth outreach program, although not currently funded, is similar to the peer
program offered by Re-Place. The shelter is focussing on youth outreach groups for high
school students in the Waltham area.
A coordinated effort between Re-Place and the Battered Women's Shelter will be pursued.
A meeting was also held with the Shelter, Steve Baran, and Town staff, for training
regarding battered women. The Shelter is comprised of approximately 6 paid workers and
more than 200 volunteers.
It was suggested that the Human Services Committee might want to encourage Re-Place
and the Battered Women's Shelter to come to the Town with a joint proposal for funding.
This will be discussed with the September 16th meeting with Re-Place.
Candidates for the Human Services Committee:
Discussion was held on the three candidates currently before the committee for
consideration, Eva Havas, Ruth Liberman, Jolley Anne Weinstock. It was determined that
2 of the possible 3 positions available would be recommended to be filled at this time. To
avoid bringing too many new members on the committee at once, filling of the third
possible position will be deferred. It was agreed that Eva Havas and Ruth Liberman will
be recommended to the Board of Selectmen for appointment to the Human Services
Committee. The Committee requested that Steve Baran contact both candidates to
confirm their continued interest in serving on the committee before the recommendation is
made to the Selectmen.

Census Data:
The Census data provided to the Committee is extensive. After much discussion it was
decided that a report similar to that prepared by the Boston College interns should be
prepared with the current census data. Ann Irving, Donna Hooper, and Dennis Murakami
volunteered to work on this project. They will meet in the near future to start work on the
evaluation of the data and the process to take in developing the report. The group will
report its progress to the Committee at its October meeting.
It was discussed that the Committee should consider completion of the report/compilation
of the census data for submission or presentation at Town Meeting in April 1993.
Recreation Committee Special Needs Subcommittee:
Eva Glick has been requested to serve as the Human Services Committee liaison to this
committee.
Re-Place Contract:
Replace's contract has yet to be developed/signed. The Town Manager has sent a Letter
( of Intent to Contract to Re-Place, an intermediary measure in lieu of a signed contract, in
order to allow for immediate billing and payment to Re-Place. The Human Services
Committee discussed the content of the letter Some questions were raised and it was
agreed that a letter will be sent to the Town Manager to request clarification. A meeting
has been scheduled with the Human Services Committee and Replace for September 16,
1992.
Planning Meeting
The meeting is scheduled for Saturday, September 12, 1992 at 9:30 a.m., to be hosted by
Ann Irving, 7 Dane Road.
