HomeMy WebLinkAbout1991-09-20-HSC-min.pdf Draft Meeting Notes Human Services Committee/Board of Selectmen September 20, 1991 Present Jacquie Smith, Leo McSweeney, Rick White, Ann Irving, Renee Cochin and Steve Baran ( recorder ) The meeting was convened by the Town Manager to discuss matters of mutual concern to the Human Services Committee and Board of Selectmen Jacquie Smith apologized for the delay in acting upon Human Services Committee nominations explaining that the Selectmen had to set FY ' 92 goals before turning to committee business Ste".s agreed upon for nominating future Human Services Committee candidates are as follows 1 Discuss all candidates with Selectmen liaison 2 Formally write to the Selectmen offering nominations 3 Call Chairman to discuss nominations It was agreed that the Selectmen would welcome a Human Services Committee membership of 9 or more persons The current charge requires a membership of 8 A mix of Committee members is desirable people with roots in the community; people who are sophisticated in human services The Selectmen would like the Committee to prioritize Town needs and consider involvement of church and service groups in meeting human need In this connection, the Selectmen welcome what the Committee might accomplish with the help of the Kennedy School in learning qualitatively about need At the same time, the Committee Co-Chairmen will meet with the Town Manager and Planning Director to talk about analysis of 1990 census data The Selectmen would like to keep hearing from the Committee about need and other matters, particularly by keeping the Selectman liaison informed The Selectmen are not in a position to articulate human service outcomes for the Town until they hear from the Committee about needs and suggested outcomes The Human Services Committee will have a continuing role in the allocation of human services money at past levels while identifying from time to time where additional allocations may need to be made In this connection, the Committee has a continuing investigative role and are welcomed to review reporting on all human service programs The Committee Co-Chairmen urged the Selectmen to adopt an advocacy role which the Selectmen would like to do to the extent l that their advocacy can be well informed
