Human Services Committee
9/ 16/91
Present Renee Cochin and Ann Irving, Co-Chairmen; and Bob
Cushman; Steve Baran, Human Services Coordinator ( recorder )
Absent Dick Dougherty, Dennis Murakami and Jack Sarmanian
The Minutes of 7/31 /91 were approved
Ann reported that she had been in touch with Leo McSweeney
about the Selectmen' s delay in approving nominations from the
Human Services Committee Their conversation was inconclusive
With impending resignations of Dick Dougherty and Jack Sarmanian
there are now four vacancies In the meantime, Mimi Aarens,
Committee candidate, has withdrawn her name Rick Safford' s
candidacy is awaiting Selectmen action Renee and Ann will write
to the Selectmen
Chris Connor of the Parents' Advisory Committee on Special
Needs has been invited to meet with the Recreation Committee in
October The Human Services Committee will keep in touch
Judy Zabin asked Renee if she might meet with the Committee
to discuss RePlace budget problems Renee asked that RePlace
first send its Annual Report
Steve will contact the Kennedy School around placement of a
Public Policy student to conduct a needs assessment
The Committee made suggestions to Steve on format for the
"A-Z Human Services Directory" and Human Services Fund brochure
( empty panel might show Town-funded human services )
Steve reported on Human Services Fund expenditures The
Committee felt that the types of expenditures did not
sufficiently reflect the purpose of the fund response to
emergencies relating to basic human needs Individuals with
chronic problems with payment of bills and those who need
counseling to avoid further debt should receive aid only if they
agree to receiving a referral for counseling Bob provided
wording for a promissory note and suggested a resource for credit
counseling
