Human Services Subcommittee on Fundraising Mechanisms

Present Renee Cochin, Bob Cushman, Seymour Mandel ;
Steve Baran, Human Services Coordinator
A subcommittee of the Human Services Committee has been formed to
recommend fundraising mechanisms to the Selectmen in view of
growing human services need Moreover, funds provided by the
Trustees of Public Trusts require replenishment and
supplementation
It was established that planning for human services fundraising
should be participatory in nature For example, rather than
going to the Selectmen with a finished plan, there would be an
effort to involve the Selectmen in providing input well before
any plans were finalized
The fundraising body should have a clear purpose Among the
needs to be met are
emergencies ;
food ( including small grants to the food pantry ) ;
special needs camperships ;
day care scholarships ;
child care ;
items not covered by welfare ;
fuel assistance beyond what is provided by the State
Various categories of assistance were discussed
funding of "of last resort" use of foundation funds
after all other funding sources had been exhausted ;
funding "of first resort" for those who need
immediate funds in an emergency and might not be
familiar with how to use the "system" ;
long term assistance that might go on over a period of
several months
This led to considerations of how people who had never before
gone for help might have special needs for information Steve
noted that the library had been maintaining a resource directory
and how he had been directed to prepare a directory on such
services as were specifically being provided by, or funded by,
the Town

There was a sense that a resource directory without a support
network for people in need would have limited usefulness
Questions for further discussion include
What should be the role of the Human Services Committee
(e g , continuing emphasis on the educational process?
What will be the organizational structure?
Should start-up funding be obtained?
