Their earlier reputation with Minuteman was poor, but this had
improved in the last year

They have presented a nice looking pa±kaqe; everything is well
organized

Positives
Caood client trading procedures
All procedures very carefully documented
Site visit by Steve who felt they had a good
understanding of the program needed and showed a
readiness to implement what was being asked of them
sroblems
They felt there would be a problem in billing the
client as is presently done by VNCH
Lad of certification may hinder them from taking over
clients receiving skilled nursing They feel the
C� opposite is the case and that certification will cause
them to set up two separate divisions artificially
complicating flow of patients from acute to ongoing
care Even so, their reasons for failing to be
certified remain unclear

Positives
They have shown improvement in retaining clients who
have been in acute care
Quality, as reflected in procedures, has steadily
improved in response to close monitoring by the
COA
VNCH has large organization with a fundraising capacity
as a non-profit
(✓ VNCH rates are the lowest
VNCH is a certified provider with best quality
assurance procedures

Problems
Proposal not well organized; portions of proposal
clipped together Hard to find items in relation to
RFP
Past history of poor billing procedures
LPN very devoted and thorough but is consistently late
for meetings and disorganized
Poor follow-up into hospital
Recommendations
Eliminate for various reasons all but Health Force and VNCH
Choose VNCH providing them with a contract to July 1 In the
meantime, a letter will be sent to Health Force "To give you
more serious consideration it is strongly suggested that you
0 become certified "
If the Town decides to rebid the contract before the new fiscal
year, it will not be necessary to go through new RFP procedures
=ince this is a professional service
VNCH quality assurance procedures will be carefully reviewed
Contract will be revised in line with RFP
