1 Minutes of 06/28/89
The Minutes were accepted Clarification was requested
by Leonora Feeney to the effect that were a contract to
be drawn up between the School Department and RePlace
there would be a conflict of interest since Dave Wilson
is on the Board of RePlace while representing the
School
2 Report of Human Services Coordinator
Steve informed the Committee that the Town was
planning revisions in its approach to Affirmative
Action and to initiate an Employee Assistance Plan
Steve has volunteered to participate in planning for
these activities Seymour Mandel felt that the Town
should affirm that it will not discriminate against
anyone rather than singling out particular groups
(I ) against which there should be no discrimination
Steve reported that Human Services contracts were being
completed for a three-month period only and that there
will be a special Town Meeting to discuss the budget in
view of anticipated shortfalls
3 Draft charge to Parents with Special Needs Committee
The Committee asked that revisions be made in a draft
submitted by Steve as follows
Steering Committee list should be originated
by suggestions made by the parents and
submitted to the Selectmen
Omit " special reference to mentally
handicapped young adults" among groups being
represented
Omit reference to philosophy of normalization
which is confusing but keep reference to
integration

Do not specially reference all groups among
which communication should be enhanced since
this is redundant
Clarify Committee responsibilities to
recommend a plan to the Human Services
Committee ( to be incorporated into the Annual
Report) , to report annually in writing and
semiannually in person to the Human Services
Committee
4 Senior Health Monitor Program
Beth Klarman said that the Senior Health Monitor
Committee through its pre-bid process had been
especially impressed by Special Care They will not
charge for R N supervision and assessment but will
charge for attendance at regular team meetings
VNCH is no longer receiving referrals from Winchester
Hospital and Choate-Symmes Hospital , and this affects
volume of hospital referrals coming into the program
A report was requested on the program including case
management activity and needs
5 Substance Abuse Forum
Harvey said that he would call the drug programs where
he has contacts and provide a report to the Committee
Renee asked for and received volunteers to call
programs where she has contacts
The date of the Forum was confirmed as October 19
Steve will inform the Substance Abuse Committee
Lexington PTA Council of the Committee' s readiness to
sponsor their October 26 "Eddie" substance abuse
presentation
6 Outreach Counselor
The Committee reviewed memorandum to Richard Barnes
from David Wilson dated 6/30/89 on the subject of the
"School Outreach Position" Bill Blout had sent the
memo to Steve and asked him to share it with the
Committee The following questions were raised

Who will supervise the Counselor?
How much will the Counselor be paid?
Who will pay the salary?
How much of the salary will come from the School and
how much will come from Replace?
To whom will the Counselor be accountable?
What will be the role of Replace?
Can one person do all that is required?
Why is the Counselor called an "Outreach" Counselor?
Since Dave Wilson will be visiting the Committee on August 7, he
will be able to provide clarification
