HomeMy WebLinkAbout1988-12-05-HSC-min.pdf Minutes Human Ser"ices Committee 12/5 86 Present Renee Cochin Co-Chairman Bob Cushman Co- Chairman Harvey Lowell ; Sheila Martin Dick Dougherty ; Seymour Mandel and Steve Saran Human Services Coordinator 1 The Minutes of 11 /28/88 were approved with the exception that Seymour Mandel was present not absent at the last meeting Richard Weiss , Executive Director of Community Human Services, presented plans for a congregate care program and residence at 186 Bedford Street The program will be for severely mentally ill adults , most of whom are being presently served in group homes under Community Human Services auspices some or all of the remaining potential residents would come from state hospitals If the program is funded it will permit patients now in the state hospital to fill the spaces opened up in the group home CHS is getting in touch with the abutters and others from Precinct 8 The advantages will be to serve a much smaller population than the Mystic Valley Mental Health Center had served formerly to have a nicely renovated building and landscaped environs , while the 14 residents would be contributing citizens of the Town 3 Steve Baran announced that his budget submission would be in line with Human Services Committee recommendations and take advantage of their research and input Steve advised that since he and RePlace subcommittee- were both playing a consulting role to RePlace that it was important to have good communication 4 RePlace subcommittee reported that RePlace was giving thought to applying to DSS and going outside of the Lexington area, particularly with respct to an RFP for sex abuse programs This led to a discussion on RePlace management appropriateness of consultation from the Human Services Committee, the rapid changes in the RePlace portfolio of programs being offered over time, e g , MassCap increase vs drop- in center decrease, and what seemed to be a recurrent credibility gap There was agreement that Replace should be asked during the current budget process to create separate budgets for each of its programs while recently revised reporting requirements might need to be further revised 5 The Committee agreed to invite the Town Manager to a forthcoming meeting a Budget issues left to be resolved Council on Aging RePlace 7 Next meeting December 19 Respectfully Submitted k.
