Minutes of November 23
CMARC, page 2, par 3 Bob Cushman suggested that the Committee would consult
with the Selectmen on providing some sort of initiative relating to placement
of clients in industry
RePlace; last paragraph, page 2 Renee had said that if RePlace was of proven
value to the Town, then the Agency should be supported, although not necessarily
entirely RePlace's statistics are insufficient to document adequately the
services delivered
RePlace, last paragraph, page 3 of section on RePlace Harvey suggested the
possibility that RePlace Should explore becoming a Town-administered agency
as just one option
/ Subcommittee reports on FY '89 human services budget
Mystic Valley (Sheila, Renee)
Since Mystic Valley programs are 100% State-funded, the rationale for Town
funding is not clear Subcommittee will talk to the Director and Board members
RePlace (Seymour, Jan)
Seymour attended another RePlace fundraising committee meeting Applications
are being sent to nine foundations
Seymour suggested linking appropriation to fundraising, but Renee pointed out
that it was not possible to make such a commitment on behalf of the Town Meeting
Harvey noted that if RePlace were to become a Town agency, they would still be
responsible for fundraising
Jan and Seymour are carrying on their review, will be talking with Bill Blout
and Board leadership, and will make a recommendation on budget at the next
meeting of the Human Services Committee Steve has not received a reply to
his questions on the RePlace proposal
Council on Aging (Renee, Sheila, Marion)
Linda Crew Vine, Executive Director of the Council on Aging, failed to provide
a complete description of the total COA program, explained that the Town was
only responsible for the maintenance budget Harvey will write a letter to

Linda explaining that it is the role of the Committee to review the COA program
and budget with copies to Jack Eddison and Leo McSweeney Although Linda
reports to the Town Manager's office whereas the Committee advises the Selectmen,
it has been understood that the Committee does have a responsibility to review
the COA program and make recommendations to the Selectmen There seems to have
been a similar reluctance to report in previous years
Senior Health Monitor Program
Unsigned memorandum from the Council on Aging gives the impression that they
are no longer interested in the Senior Health Monitor Program which they apparently
do not believe is related to their mission Steve will draft letter responding
to concerns they raise
Meeting with Town Manager
Harvey is planning to meet with the Town Manager to discuss the agenda of the
Human Services Committee
