(DIE, AREA DIRECTOR Minutes of Human Services Committee, June 22, 1987 Present frau the Committee Harvey Lowell, Chairman; Bob Cushman; Leonora Feeney; Sheila Martin; Renee Cochin; Steve Baran, Human Services Coordinator Corrections to the Minutes Corrections were offered by Leonora Feeney to Minutes of meeting convened by Steve Baran on psychiatric emergency services to youth to the effect that Bill Blout would follow up on organizing a youth consortium, a periodic conferencing on cases that might create emergency mental health issues pertaining to youth. As to the minutes of the Human Services Committee mooting of June 15 these were corrected by Leonora as follows 1. p. 2, #3 The average waiting time was one week, not three weeks for a client to be seen at the Mystic Valley Mental Health Center in the past year Emergencies were dealt with immediately 2 p. 2, #7 A clinic license was needed for Mystic Valley Mental Health Association to continue to provide day treatment and adolescent day treatment programs 3. The issue for the Mystic Valley Mental Health Association was not whether the Lexington facility only should remain open for partnership-administered clinical services but all of the facilities Letter to Robert Cole, DM! Area Director Committee members were in favor of sending a letter to Robert Cole, Area Director, expressing "distress" at impending curtailment of services and precipi- tous action with copies to Dick Kraus, and Steve Doran. The latter were to be asked to get involved in this issue Expiration of terms Three-year terms of Leonora Feeney, Sheila Martin and Marion Shepp expire in September Terns are for three years Renee Cochin was appointed for a two-year term since she was filling a vacancy Leonora and Sheila expressed their desire to continue on the Committee. Equity Sharing The proposal to the Executive Office of Communities and rbvelopment for funding from the Massachusetts Housing Partnership's Challenge Grant Program was accepted, and the Town of Lexington will receive $31,500 to carry out a feasibility study on equity sharing Bob Cushman announced that he had received a letter fram Richard Eaton, Emerson Gardens resident, that Raytheon might be interested in investing in an equity sharing investment. Lennie Kane has agreed to have the matter brought up at the fall ( Human Services Committee Minutes, 6/22/87, p. 2 stockholders' meeting Bob and Renee will talk with Lennie about the equity sharing feasibility study process Request for Proposal on Comprehensive Elderly Services to Lexington Residents Draft RFP submitted by Steve Baran for a proposal to fund case management and visiting nursing services to frail elderly living in Lexington was discussed. The following concerns were noted. 1. Outreach, having been noted as an important dimension of the RFP, needs to be defined. 2 Priorities need to be operationalized as to just what is meant by "frail elderly" with criteria stated for accepting clients 3. Advocacy should be proposed as a feature of case management since we are lacking in data on who the people are in need of services In general, the target group might be defined as "pre-institutional" and "post-hospitalization" 4 The focus should be emphasized of responding to health and social needs 5 It should be clarified that two agencies can respond collaboratively 6 Available funding would include monies presently being devoted to the Visiting Nurse and Comrmmi.ty Health contract and Board of Health medical monitoring and health visiting Applicant must clarify how it would access any necessary funding 7 Supervision of the program needs to be spelled out, e.g , site visits, assuring that services are getting delivered, etc. Schedule of upcoming meetings The next meeting will be with Dr Cole, EVE Area Director, on July 6 while on August 3 there will be a discussion of the elderly RFP and equity sharing Respectfully Submitted, 6 t Steph Baran, Human Services Coordinator
