Present Harvey Lowell, Bob Cushman, Marion Shepp, Sheila Martin,
Renee Cochin, Seymour Mandel, Leonora Feeney, Jan Eustis ,
Steve Baran
1 The Minutes of the meeting of 2/10 were approved with the
exception that the date of the Selectmen' s meeting on Emerson
Gardens was February 17
2 Steve noted as part of Coordinator ' s Report that representatives
of the Cho ate Symmes Psychiatric Emergency Service were invited
to a meeting of providers to the elderly on Tuesday, March
10 at 12 Seymour Mandel volunteered to represent the Human
Services Committee Steve will meet with Bob Delulio, Director
of Guidance, and Bill Blout , Replace Director, around was of
responding to emergency situations involving young people
The Department of Elder Affairs refused to allow Council on
Agingallocation of excess funds for the Visiting Nurse and
Community Health program on the basis that the Senior Health
Monitor program serves too few elderly The Town Manager
will take the matter up with the Selectmen and approach the
Trustees of the Public Trust as well in order to obtain $ 7,000
in response to VNCH funding crisis Lions and Rotary are
expected to assist
A conference is being sponsored by the District Attorney for
Middlesex County on March 19 at Bentley College on the subject
of Civil Rights and Fair Housing
The Enablement Committee was to be represented this evening by
Jacquie Neal who asked to be excused due to a cold Human
Services Committee members expressed interest in Enablement Co-
mmittee ' s history and desire to take on the status of a Co-
mmission for the Handicapped following the example of a number of
oth er cities and towns in the Commonswealth Marion Shepp
and other Committee members felt that such a Commission should
broadly represent the needs of all handicapped citizens , e g ,
the mentally ill, in addition to the physically disabled
3 Committee Organization was prioritized by the Chairman who
asked that members volunteer to take responsibility in areas
previously adopted for attention at June, 19 , 1986 hearing on
needs
a Youth and Drug Issues Leonora, Sheila, Sylvia
Local agencies and groups serving youth will be convened
along with Leo McSweeney
b Emergency Services Seymour, Harvey, Leonora, Sheila
Steve to meet with Bob Diulio, Director of Guidance and
Bill Blout re local response to emergencies Seymour and

Steve to attend local providers ' meeting Psychiatric
Emergency Service appears to be uncertain as to the nature
of its mission but interested in working closely with
the local community
c Housing Affordability Marion, Jan, Bob, Renee , Harvey
Bob is interested in proposing a Lexington Housing Part-
nership for Emerson Gardens tenants as well as a similar
partnership for tenants in other rental housing who might
in the future be faced with condominium conversion
Committee discussed the possibility of Town control of
an investment venture so as to protect existing tenants
whileassuring that there would be a mix of housing affordable
to the elderly, disabled, minorities, and the poor The
outcome would be to make units affordable and preserve
existing rental housing for the Town
