Coordinator's Report
Renee Cochin has been appointed as a member of the Human Services Committee '..
Judy Zabin will attend the last meeting as an official member on Monday,
December 15
Steve had met with John Longo who advised Steve that the Psychiatric Emergency
Services of Choate Symmes Health Services had been in a start-up phase since
they received their contract on July 1 and had negotiated an informal under-
standing with the Department of Mental Health Area Office to the effect that
they would not be expected to activate the mobile component until December 1
Harvey said that the crisis issue was discussed at the Selectmen s Breakfast
on 12/5, and the Selectmen had been quite concerned since no one was appraised
that the crisis unit was not actually mobile although the contract they had
sent Steve gave the impression that they were mobile
It was agreed that a subcommittee made up of Haney, Lee, and Jan would meet
with fire and police officials following which they would involve others including
the administrator(s) of the Psychiatric Emergency Services Steve will obtain
clearance from Bob Hutchinson permitting the subcommittee to meet with his
departments Steve mentioned that the Red Cross had evidenced interest in
relating to the Human Services Committee, particularly around crises
Meeting on Youth and Drugs
Plans were discussed for meeting on youth and drugs being convened by the Human
Services Commitee and Leo McSweeney December 9 Many people are working on the
problem but not always talking with each other
Budget Reports
Council on Aging

Last year they received $49,500 This year they are requesting $51,500
Utilization has increased from 80 to 200 per day Funding efforts have
been successful through the Friends of the Council on Aging Department §�
of Elder Affairs has also been a funding source They have reported
duplicated and unduplicated counts of attendance Request for 10%
increase, as recommended by Harvey and Bob, is accepted by the Commitee

Mystic Valley Mental Health Center
Jan and Bob are concerned that direct impact on Lexington citizens
through any one program is not made clear by Richard Weiss, the Execu-
tive Director there is a lack of accountability on this issue Although
Jan and Bob recommended no funding for FY ' 88, the Committee was not
accepting of this It was agreed to defer further action until total
Human 'Services package could be considered.
Replace
Replace is requesting $83,904 at this point, a 40 1% increase over last
year They are pursuing United Way and third party reimbursements
and plan to ask for advice from Steve Doran State Representative and
Dick Kraus, State Senator Steve will call Department of Social Services,
but Replace has been quite reluctant in the past to accept conditions for
any contract on a regional basis
It was clarified that Replace needed to change, but this change need
not be in the nature of changing the character and mission of the agency
by becoming regional but rather taking a more vigorous and inventive
posture with respect to funding and program development It was noted
that Replace utilization had decreased. For example, in 1982 29 children
used the emergency housing program whereas this past year only three
had used the program.
A decision on Replace was deferred until the total group of human service
requests could be reviewed.
Visiting Nurse and Community Health, Inc /Senior Health Monitor Program
Seymour has asked Jayne Tapia, their Executive Director for permission
to interview physicians She will ask clients for their permission
Stan Finkelstein of the Board of Health noted considerable ill will
existing between the Board and VNCH Board wants to cut entire program.
They feel VNCH is manipulative Funding request to Human Services
Committee had been presented as one-time effort, and now they were seeking
additional funding although the actual amount has not been specified.
Seymour and Jan are investigating
Steve commented that all reports from agencies working with the Senior
Health Program suggested that the program was excellent and that the
Licensed Practical Nurse providing services was well-trained and com-
passionate It was important to distinguish between the manner in which
( the agency may present itself and the actual quality of the service
