Present Judy Zabin and Stan Finkelstein (Co -chairpersons) , Leonora Feeney,
Marion Shepp, Harvey Lowell, Sylvia Perlman, Bob Cushman, Sheila
Martin, Steve Baran (recorder, Human Services Coordinator)
1 27 persons out of 83 invited have so far indicated they will testify at
Public Hearing on Priorities in Human Services Jayne Tapia of Visiting Nurses
will testify in favor of maintaining level of funding in view of special
funding having been received for Senior Health Monitor Program.
Stan will lend coverage schedule Steve will make room arrangements and clear
with Adams Russell Cable Services Committee members will call non-respondents
2 Subcommittees reviewed contracts and offered changes with discussion of re-
quirements for Everyone's Youth Group
3. In view of Enablement Committee giving indications of needing increased
support from the Human Services Committee it was agreed that Marion Shepp
should serve as liaison and that the Human Services Committee meet once a
quarter in an accessible home ( in order to lend a somewhat more social tone
to gatherings) Marion Shepp will inform Cary Luterman who is Committee
Chairperson.
4 Bill Blout, Lynne Yansen, and Betsy Moore were in attendance to ask that
Human Service Committee act as sponsors of the Teen survey Questionnaire
has recently been piloted with 30 youngpeople (attending the seventh through
eleventh grades) The intent of the Youth Study Committee is to have
survey administered by trained professionals and responded to by 2700 young
people There are 60 questions on the questionnaire
It was agreed that the Youth Study Committee might function as a subcommittee
of the Human .Services Committee, that the subcommittee would furnish monthly
reports, and would submit to the Human Services Committee a report on the
study methodology for review Testimony will be given at the forthcoming
hearing by a Youth Study Committee representative Subcommittee will also
submit plans to separate reviewer as requested by Board of Selectmen
5 Steve will furnish brief minutes in accordance with Open Meeting Law re-
quirements
6 Next meeting to review results of hearing on June 30 Modifications of
RFP procedures to be discussed also Dates of future meetings 7/28, 8/25

The enclosed request for ideas and proposals is being sent to participants in
the Providers Council, to religious organizations, and to town committees I
enclose it for your interest.
If you are interested in reapplying for funding from Lexington, you will not
need to take this initial screening step The Town Manager will be submitting
his budget to the Board of Selectmen in December In order to have sufficient
time for the Manager's review and for the Human Services Committee to make its
recommendations, we ask that you submit a complete request by November 1.
This request should include the amount requested and a discussion of the following
1. Program description
2 Target population
3 Goals and objectives
4. Methods of evaluation
5 Comprehensive budget, including sources of funding
6 Fundraising goals and methods
7 Documentation of licensure, where appropriate
When preparing your request, you will find the Review Criteria (on reverse) of
value. After receiving your request, members of the Human Services Committee
will be discussing how your agency relates to these criteria and may ask for
further information.

l PROGRAM SPECIFIC (INTERNAL)
a Program meets an identified need. (This need may be identified by the
Town, the Human Services Committee or the program itself)
b The program has a clear statement of goals and objectives
c The program can define what specific measures are used to evaluate
services in meeting specific objectives
d Salaries oboo]d be in line with salaries offered similar providers
in other similar agencies Job descriptions should be available
demonstrating that there is a °fit" between the job position and the
type of services and outcomes which the service provider is expected
to furnish
e The program meets all licensing and regulatory requirements as
established by state and federal agencies
2 SYSTEM RELATED (EXTERNAL)
a. The program has both formal and informal linkages established with
other agencies, so that it sees itself as part of a system of services
b The program works to ensure the provision of comprehensive care for
all individuals served.
3 BUDGET SPECIFIC
a The program is financially viable
b The program has made an effort to secure funding from other sources
4 CITIZEN INVOLVEMENT
a. Consumers are satisfied with the services provided, and there is a
method to determine this consumer satisfaction
b The Board of Directors is representative of the community at large
and is involved with the agency's activities
5 PREVENTION
a The program conforms to the Lexington Human Services Policy
prevention.
