Minutes of the Meeting of November 4, 1985
Present Stan Finkelstein, Harvey Lowell, Marion Shepp, Leonora Feeney,
Sylvia Perlman, Jan Eustis, Bea Phear
Strategic Planning Subcommittee
The subcommittee is trying to decide a process to learn what information it needs,
how to get it, and what to do with it. They will start by talking with committee
members, providers, a cross section of others (eg store owners) and come up with
a list of issues to refine into position papers for the committee to review and set
priorities on. Perhaps it will focus on one or two issues per year, preferably
with one overall theme The position papers will focus on problems and priorities
rather than services It will be more of an issue assessment than a needs assessment
Timetable December define questions, select informants, set process
January - March branch out and interview
April - May begin to formulate positions, discussion wit-in committee
May report to Selectmen, perhaps at a public forum/hearing
Stan suggested talking with Selectmen John McLaughlin early on, as he is interested
in strategic planning and Lexington 2000
Research Subcommittee
They elected to defer until next meeting, as people were away The first hour of
next meeting will be for subcommittees, with the Research subcommittee making its
report
Minutes
The minutes of the meeting of October 21 were approved as mailed.
Coordinator's Report
1 The adolescent needs research group is continuing to meet It will
probably perform a direct survey of junior high students, but issues
are still being explored. Its next meeting is November 18
2 Bea and Marion attended the Mystic Valley Mental Health Center annual
meeting/dinner It was nice to see so many enthusiastic supporters
3 The Senior Health Monitor program of Visiting Nurses is expanding to
Arlington Housing Authority this week There are now 23 Lexington
clients A major issue is the research intervention tool being used
for assessment. They have designed one that is being compared to the
Department of Elder Affairs tool, but advocates worry that the clients
are being asked too many questions VNCH will be coming to the Town
for funding, as they still do not have permanent funding Their FY86
money is from DEA, Farnsworth Trust, Minuteman Home Care, and Lexington.
4 Norfolk Human Services is looking for citizens to sit on their Human
Rights Committee Volunteers should contact Bea
5 The Enablment Committee met last week, with low attendance They are
angry about the Cary Ramp delays, and concerned about their status
as a subcommittee with floating membership Their next meeting will
focus on their structure and membership It was suggested that
the Enablement Committee be an agenda item for us within the next
few meetings, to think about options
6 Bea presented a draft for the Town Report It was approved.
Meeting with Selectmen's Liaison
Stan and Judy met with Paul Marshall He was enthusiastic about the subcommittee
focus, and invited the committee to meet with the Selectmen in the spring He will
review possible lists and discuss with other Selectmen for possible replacement
appointment for C.C. Chao He was supportive of the committee's desire to be
involved in some way in the selection process for the new Human Services Coordinator
and will speak to the Manager about it. Judy and Stan will meet with the Manager
on this, after Paul has had a chance to talk with him.
Party
It was decided to have a going away party for Bea at Cory's on Sunday, December 15,
with spouses and friends and former committee members Stan and Judy have booked
a room holding 25 people from 6-00 p.m. for as long as we want
Provider's Council
There will be a meeting Tuesday evening with Marge Battin, Harvey, Sheila, and
Stan to go over the schedule
Registration is 63 people so far, with a good balance of representation, with the
exception of corporate people Stan and Judy wrote to 15 named people in the
corporate world, but so far there has been no response Judy wrote a letter to
the Minuteman, but it was not printed.
On Thursday, set up will begin at 3 00 with whoever is available The material to
be distributed will be the Program, Goals of the Human Services Committee, and a
list of registrants
It will start at 4 15, with welcome andintroductions, followed by module one There
will be a break at their tables, in order to have them talk among themselves, and
then module two, with more refreshments afterwards Jan pointed out that they will
have been sitting for two hours, and will need to wander around.
All committee members should think through a question or two, to get the discussion
going
Marion wil bringing wine and cheese Judy is bringing crackers, soda, cups, and
napkins; Bea is doing the name tags which will be used to take attendance Marion
will make a sign acknowledging the wine contribution Bea will make names for the
head table
FY87 Funding Process
Requests were received from seven vendors and copies were distributed to subcommittees
Subcommittees will be prepared to make their preliminary recommendations verbally,
for the December 16 meeting The January meetings will focus on the final full
committee recommendations
Next Meeting November 18 Mystic Valley Marion reported that
MVMH has completed the fire escape
