HUMAN SERVICES COMMITTEE
Minutes of the Meeting of September 23, 1985
Present Roberta Black, Stan Finkelstein, Judy Zabin, Leonora Feeney,
Sylvia Perlman, Sheila Martin, Harvey Lowell, Marion Shepp,
Bea Phear Guest Joan Henefeld (B U Graduate Nursing student)
Minutes
The minutes of the meeting of September 9 were accepted as mailed.
Mystic Valley
Bea had sent a letter to Richard Weiss stating the committee's interest
in not losing a community bed and requesting to be kept informed. He responded
with the information that the Hancock St house had received permission to
retain four beds and use the one room as a fire exit even though it is occupied.
It appears that Marion's daughter Susan will be able to remain,
Evergreen Lane
Bea distributed a memo to the Town Manager outlining a planned small staffed
apartment on Evergreen Lane She will keep the committee informed. It was
suggested that she write the Area Office to see if any Lexington residents
could have qualified and to ask how many Lexington residents are in group care
both here and in other communities
Adolescent Survey
Bea met with Bill Blout of RePlace and they began the discussion of focusing
on what issues to address in a survey/study of adolescents They scheduled
a meeting for September 30 at RePlace with a number of interested people who
will make up a likely core research committee A student from BU school of
Social Work who is placed with Rachel Rosenblum in the School Department has
volunteered to be staff assistant
Conference
A number of suggestions were made on the draft invitation list titles of
panelists say "Adams Russell has been invited to televise" call it a
"Symposium" put the date and time in bold face After a discussion of needs,
there will be likely some revision to the discussion questions
In discussion about the content of the program, several points were made it
will be valuable to elicit agency perspective of need, through group discussion
or by encouraging the moderator to elicit audience opinion it is important
to keep the panelists off a soap box of saying what they have done in the past
and get them to focus on future trends we must have the questions specific
enough to focus them and avoid nice generalities
It was decided to have three "modules" of one half hour each, with a presentation
( -- of the committee' s views, a specific question, and panelist and audience
response
1 Housing needs short term and long term for varied special
populations There will be focus on the fiscal need for
capital construction (now not allowed in the rate setting) ,
the question of harmony between overall goals and specific
licensing constraints, the issue of community acceptance,
and the stresses between class and non class clients in a
tight economy Harvey & Sylvia will refine this module
2 Adolescents and families Presentation of some behavioral
and demographic statistics perhaps a case study of a
hypothetical family that slips through the cracks, the
question of funding for local preventative programs
when the state is moving towards tertiary care and regional
or area service delivery models Leonora & Sheila will refine
3 General discussion less focused view of trends with changes
in the demographics, more divorce, frail elderly, single
parent families What are the service realities and where
is the money coming from? This module may be dropped if
the time is short
Marion, Judy, Stan and Bea will work on some of the logistic0s, listing
all the necessary tasks such as invitations, refreshments, name tags,
( cable TV, advance materials for handout, and strategies for increasing
attendance The subcommittees will meet and bring their recommendation to
the next meeting
Budget
Bea reported that she had sent out the RFPs' to all on the list The response
deadline is November 1
LOHSC
Bea reported that she had been elected President of the Local Officials
Human Services Council, the Massachusetts Municipal Association's committee
of hunanservice specialists from around the state
Next Meeting
The next meeting is Monday, October 7 at 7.30 p.m, in room 111
