Minutes of the Meeting of January 28, 1985
Present Roberta Black, Judy Zabin, Ed Foley, Leonora Zola, Marion Shepp, Bea Phear
Minutes
The minutes of the meeting of January 7, 1985 were approved as mailed.
Committee Membership
Roberta informed the committee that David Budding had decided to resign from the
committee for personal reasons It was decided to write to the Selectmen requesting
a new appointment to fill his slot and suggesting the Selectmen advertize for
someone to serve with subcommittee membership on Special Needs
Budget
The draft budget recommendation to the Selectmen was approved with one change the
column listing the coordinator's recommendation is to be deleted. Copies of the
recommendation will also be sent to the Appropriation Committee and be available
to Town Meeting
Ed, Sheila and Roberta will meet later in the week to explain their recommendations
and discuss a number of issues
Selectmen' s Breakfast
Leonora attended the breakfast last week The next breakfast will be March 29 She
found it interesting The Selectmen distributed a draft list of articles those that
might concern the committee largely relate to housing congregate, accessory,apartment
changes, Franklin School, and several developer's projects
Special Needs Recreation
Bea reported that Joan Halverson had requested a meeting with the committee to discuss
questions she has about her responsibili for special recreation. She has a situation
with one LABB student who signed up for a class which she thinks he can't handle
without special one-to-one assistance Has she an obligation to provide an extra
teacher? What is her obligation to the other students who may be disrupted by his
behavior? What if someone registered for a program and was special needs, but she
was not aware of it? Can she ask all registrants if they are special needs?
The commitee was willing to meet with Joan, but felt they had nothing to offer, since
her questions seemed primarily legal. They suggested she might talk with Norman Cohen
or Bill Crane prior to meeting with the committee
DayCare
Bea reported that the Children's Center is looking for a new Board member and had asked
Bea to serve She thinks she is too busy, and wondered if any of the Committee wanted
Cto do it. Roberta suggested Jennifer Copeland, Leonora suggested the League of Women
Voters
Alan November
Bea thinks our invitation to Alan is still hanging It was decided that Bea should
call him and say we have no programming projects that don't also require a great
deal of research work, which he says his students cannot do It looks like we can't
use the students this year
Appropriation Committee
Jack Campbell is the liaison this year They want to meet with members of the Human
Services Committee, and Bea will arrange for some of the committee members to attend
their meeting They will be sent copies of the committee recommendations
Lexington 2,000
Bea reported that the Selectmen met with the School Committee, the Planning Board,
and the Housing Authority - the elected boards No 2,000 committee has yet been
formed to her knowledge
Other
Bea showed committee members the "State House Watch' copies will be sent with the
minutes
Bea is spending most of her time on the senior center planning at the moment
Christine is working on congregate elderly housing questions and is drafting a survey
instrument to go in the CoA newsletter Roberta asked for a copy of the draft
Christine will staff the congregate committee the first meeting is tentatively set
for February 14
Transportation
It was decided to ask Sally Castleman to meet with the committee around special
transportation issues - handicapped, elderly, special needs, prom night etc. Bea
will invite her to the next meeting Judy suggested thinking about a joint needs assess
MR Housing
Bea said to her knowledge there has been no movement on the Hill Street project Paul
Marshall had said he would talk with Jim McLaughlin about communicating with the
neighbors The committee thought it correct to leave that up to the Selectmen
Next Meeting
The next meeting is February 11 at 7 30 pm in room 111
