Minutes of the Meeting of september 17, 1984
Present. Roberta Black, Stan Finkelstein, Marion Shepp, Judy Zabin, Bea Phear
Minutes
The minutes of the meeting of August 21 were accepted as mailed.
Draft RFP
There was discussion about the draft RFP that encourages innovative ideas and
funding requests It was suggested to reorganize it somewhat, and include a
response form. (New draft is enclosed. Roberta will telephone approval.)
This will go to the Providers Council, including churches Town committee
chairpeople and the newspaper (without the form)
There will be an additional cover memo to our four currently funded agencies
Enablement Committee
Bea reported that the new B U. intern, Christine Boisvert, will be working with
the Enablement Committee on the General Revenue Sharing report Bea said that
Dave Enman was also interested in considering becoming a Commission Roberta
and Marion are interested in having closer contact, and will attend the meeting
( of September 19
Mental Retardation
George Zitnay, assistant commissioner for retardation services, will speak in
Lexington on October 10 Bea is publicizing this in a few days It might be
the jumping off point for task forces Marion suggested that this was also
an issue to consider including in a Commission for the Handicapped.
Public Trusts
Bea reported that an emergency has come in last week, for $150 to supplement a
gas company arrearage She recommended that the Trustees assist, which they
did immediately Some questions arose about the "bottomless pit' kind of
recipient, as opposed to a client with a one-time emergency The Trustees
expressed concern that their donation would not be tied-in to a restructuring
effort, or have a specific "end" resolution of problems Committee members
thought this goal might be unrealistic, as requests come in from desperation.
Criteria needs to be refined.
Community Health/Forum on Aging
The Selectmen disolved these two committee, and directed the Human Services Committee
to assume responsibility for the functions of the Community Health Committee
The Committee suggested it meet with both Bill Page and Jacob Gardner, after the
committee is full, to discuss this Bea will so write to Mrage Battin.
C_ Committee Interviews/Structure
Roberta, Judy, and Stan will interview six interested applicants for the three
vacancies If there are more than three who seem appropriate, we will think
alternate structures, such as subcommittee, associate membership, or expanding
(— the number of members There is a large body of work that can be addressed,
and it seems wasteful to not use interested people

Human Services Committee Seeks Ideas For Programs
In 1981 the Lexington Board of Selectmen adopted a human services policy for
the Town that emphasizes prevention and focuses on strengthening individuals
and the community The Human Services Committee is advisory to the Board of
Selectmen and makes recommendations for funding of human services programs
In its efforts to expand its understanding of human service needs in the Town,
and with the possibility of limited seed money being available to assist
innovative programs, the Committee is seeking input
A. The Committee is looking for statements that articulate perceived
needs and offer suggestions for programs that respond to that
need. We invite your ideas for how we can better serve the Town.
B. The Committee will receive requests for funding Requests
should include a description of the proposed program, with goals
and objectives articulated, and should discuss in what way it
meets an identified need.
Please respond by November 1 to Beatrice Phear, Human Services Coordinator
This will ensure that appropriate recommendations can be made to the Board

The Town Manager will be submitting his budget to the Board of Selectmen in
December In order to have sufficient time for the Manager's review and for
the Human Services Committee to make its recommendations, the Town is asking
that you note the following time-table if you are interested in reapplying
for funding
1 Request for funding due in my office October 31
This should include the amount requested and a discussion of the following
1 Program description
2 Target population
I , 3. Goals and Objectives
4 Methods of evaluation
5 Comprehensive budget, including sources of funding
6 Fundraising goals and methods
7 Documentation of licensure, where appropriate
2 The Human Services Committee makes its preliminary recommendation.

3 Town Manager submits his budget. December 1
4 Selectmen deliberate, hear requests, and discuss with the Human Services
Committee December
5 Selectmen post Warrant with their budget recommendations December 31
6 Town Meeting March
7 Contract negotiations May
8. Fiscal Year begins July 1
When preparing your request, you will find the enclosed Review Criteria of
value After receiving your request, members of the Human Services Committee
will be discussing with you how your agency relates to these criteria, and
may ask for further information.
