HUMAN SERVICES COMMITTEE
( Minutes of the Meeting of May 14, 1984
Present Steve Baran, Marion Shepp, Roberta Black, Ed Foley, Stan Finkelstein,
Howard Reynolds, Zudy Zabin, Thea Sheveloff Bea Phear
Minutes
The minutes of the meeting of April 23 were approved as amended Paragraph 3 of the
section on Selectmen's Liaison final sentance should read. "Roberta suggested
looking at other part time positions, for example in the school department"
Chairmanship & Continuation of Committee
Steve telephone some of the people who had been interested in serving last year
Eva Gill, Lenora Zola, and Sheila Martin are all interested again this year Bea
spoke to Monique Doelling who is also interested in serving The Committee also
thinks it is important to open up the application process, and Steve will talk to
Paul Marshall about writing a letter to the editor of the Minuteman
Roberta has agreed to continue on the committee, and is willing to be chairman
Judy and Stan have also agreed to continue, with one year appointments
Roberta would like to be involved in interviewing any prospective candidates
Schedule
There will be an end of the year party at Judy's house (1 Page Road) on June 11
at 7 00 pm. Spouses and friends are invited. Costs will be shared
Roberta - lasagna, Bea - salad, Skip - dessert & beer Ed - dessert & beer;
Judy - paper & coffee Thea - dessert, Steve & Marion - wine
Classification
Steve reported that he had spoken with Paul Marshall, who will talk with the Manager
Steve is concerned that the timing of the issue, during Town Meeting, will lead to
it getting dropped. Roberta will assume responsibility of follow-up
FY85 Budget
Steve reported that he had spoken at Town Meeting The budget was passed as presented
with no discussion. Copies of the committee report were on the back table
Public Trusts
Steve reported that he had made the decision not to introduce funding for the Adult
Day Health program into the operating budget at the last minute, based on Bea's
discovery that there is only one current user of Lexington funds
Bea recommends requesting that the Trustees continue funding at the current level
There was concern about stting precedent, but also not to preclude future funding,
especially as this program is so tailored to the constraints of the trusts

There is approximately $11,000 in accumulated interest, and $2,000 in annual interest
from those trusts that deal specifically with human services There is an additional
trust "Gilmore" that is general and requires Town Meeting approval It has a balance
of $26,000
it was decided to suggest that Cooperative Elder Services ask for funding directly
from the Trustees, and the committee write a letter supporting that request and also
suggesting discussion about use of other funding through an RFP
There is tension between the Trustees mandate to assist poor people and the committee's
interest in furthering programs and planning Bea will draft two letters for
discussion on June 11 Roberta suggested asking the Trustees about changing some
of the restrictive language to open the trusts up to people and programs in need
that don' t exclusively address poverty issues
Providers Council
Bea reported that the participants at the Needs meeting expressed satisfaction with
the process She distributed summaries of the voting The committee will use the
information for future planning
Marion suggested sending the report to non-participants as well, with a new cover
letter that also invites them to the final Providers meeting on June 11
Steve wondered if there was any way of tying the various groups' needs together for
an RFP, for example in the areas of housing, support services, or case management
The June 11 meeting will be on self help. Parents Anonymous, AA, and a specialist
on eating disorders will make presentations Roberta suggested asking if any of
them has a video or other method of presenting a demonstration. She also suggested
inviting the public through the newspaper Steve suggested Parents United (incest)
Roberta asked if this meeting would also be a good time to start planning for next
year Bea wants to take a break, as attendance is slipping and one of the main
purposes has been met that of introducing them to each other Perhaps there should
be meetings for the general public next year, at a dmore convenient time
Marion mentioned that Grace Chapel has many different groups
Lexington Friends
Marion and Steve visited them and were very impressed by the quality of the
residence The residence is in bad financial trouble, as its rents are below the
average $1,350/month of similar sites Marion thinks the President, Brian Halckl
should be included in any planning for Housing Authority funding applications
The house parents invited the committee to use their space for any future meeting,
and Steve suggested using this as a jumping off point for meeting in a variety of
locations
Special Needs Art Fund
Marilyn Able has put together a directory of resources for handicapped recreation
resources on the computer at the High School It will go to press June 1
Roberta mentioned a possible conflict of interest, since she is now on the Board of
the Special Needs Art Fund. It was felt that she could abstain if there was discussion
on the
