II
Minutes of the Meeting of March 12, 1984
Present Steve Baran, Marion Shepp, Roberta Black, Judy Zabin, Stan Finkelstein,
Thea Sheveloff, Bea Phear
Minutes
The minutes of the meeting of February 27 were approved as mailed
Telephone log
Bea reported that she had kept a log of all incoming telephone calls during the
week of February 15 In that four day period, 45 calls were received. Most of
them related to management of town activities Four of the calls were straight
information and referral questions from citizens who would not have had another
office to contact if the human services position did not exist Bea thinks she
gets about one of those per day
Meeting with legislators
The committee felt the meeting was valuable Steve asked if any one was interested
in taking Dick Knaus's invitation to visit the Senate There was discussion as
to how to facilitate communication between the committee and the legislators It
was suggested that the committee reports be sent`to them, if the Selectmen approve
Needs
Judy is concerned that the committee has not taken a general look at needs, in
order to give the kind of input the legislators wanted or to affect other questions
such as school reuse and day care She suggested that this does not necessarily
imply that the Town should begin funding programs for each need that is discovered,
but that the committee could have an impact on other kinds of decisions
Marion mentioned the possibility of regionalization of recreation programs for
retarded citizens as a possible advoca;y position Bea is currently working on
a needs assessment for retarded citizens
Bea said she thought one of the problems in finding out what needs exist in
Lexington is related to the demography of the community, where the income level
is fairly high and the population largely self-sufficient, which makes the
incidence of any one problem relatively small She will go back over old minutes
and records and make a summary list of what has been cited in the past She will
also call those providers of Charitable Trust appropriation to ask what their
current needs are, and will try to get a sense of the waiting lists for day care
The Committee is also interested in the next Providers Council meeting, discussing
needs of various groups They will telephone providers to encourage attendance,
and committee members will make an effort to attend themselves
Charitable Trusts
Bea distributed a summary of the reporting of agencies receiving Charitable
Trust funding She was asked to get a recent sense of their needs Judy will
talk to Alan Fields about planning for next year
The Trustees are concentrating on investment strategy, and the committee does
not know what their thinking is regarding disbursement
Town Meeting
It was decided to give Town Meeting members a copy of the most recent report
to Selectmen under Article Two This will also be made available at the information
meetings Steve will intoduce the report, unless he is busy in which case
Judy will introduce it
