HomeMy WebLinkAbout1983-12-13-HSC-min.pdf HUMAN SERVICES COMMITTEE Minutes of the Meeting of December 13, 1983 Present Ed Foley Steve Baran, Judy Zabin, Thea Sheveloff, Stan Finkelstein, Bea Phear Minutes The minutes of the meeting of November 29 were approved as mailed Providers Council Bea reported that she thought the first meeting was very interesting, with each of the guest speakers presenting well Bill Blout was not able to come as he was bringing his new daughter (Emily) home from the hospital Unfortunately attendance was very poor with only 13 Bea will call some of the regulars from last year tq ask why they did not attend Sing Along Chorus Bea reported that Judith Goldner had called to correct their budget request, with the jl information that the state will not reimburse for programs for retarded adults That means that the entire $1,318 would be requested of the Town There was some discussion about whether this request should be addressed through human services or recreation It was decided to support the recreation department's request in their "wish list' , and include that in the committee's report to the Selectmen Steve will also contact the lecreation Committee and tell them the Human Services Committee wishes to speak in favor of the program when the Recreation budget is before the Selectmen. Council on Aging Stan s draft report was accepted with minor editing ($34 900) Mystic Valley Judy' s and Howard's draft report was accepted with minor editing ($15,000) RePlace Ed's and Roberta' s draft report was accepted with minor editing ($52,064) CMARC Steve's draft report was accepted, with the understanding that it still needed a summary statement Bea reported that she is concerned that she still has not received the required treasurer's report, after several conversations with Sheri McCann Steve will write to Mr Alterson, to the effect that the committee recommendation will be deferred until it is received ($5,000) Overall The general report to the Selectmen will have an introduction with dollar recommendations tating that they are based on the subcommitee structure, use of the review criteria, and site visits It will also mention the CMARC Warrant Article and the Sing Along Chorus The agency summaries will be included in the introduction and discussion of teh review criteria will follow, agency by agency The committee will also ask to be present both at the time the budget is presented and also when it is discussed The report will point out that the level of funding request was modest and responsible It is true we are in an era of town financial pressure but there is also major retrenchment in state and federal human services Steve asked whether the committee wanted to include goal statements It was decided that more time was required to formulate goals , and they should be worked on in time for Town Meeting, but the report to the Selectmen did not need to include them. Steve also expressed concern that none of the summary paragraphs really captured the sense that a problem was being ameliorated by these agencies What are they really doing?
