Minutes of the Meeting of January 24, 1983

The minutes of January 10 were corrected to show Roberta Black as present, and to
strike the last three words from the RePlace report
A-95 Review
Bea reported that Jere Frick had requested insight regarding the Health Planning
Council of Greater Boston's request for continued funding Stan said that the
Boston HSA was considered near the top nationally, and he saw no reason to make
a negative recommendation. In general, the HSA structure creates an extra level
of bureaucracy, and is dominated by providers, even with the goal of participation
Enablement
Dave thanked the committee for their letter of support to the Selectmen regarding
the access study, and reported that the Selectmen and approved the study, with the
proviso that if any recommendations refer to town accessibility changes they come
with cost estimates as well
Mystic Valley
Stan gave a brief description of MVMH's reaction to the presentation to the Board of
Selectmen on January 12 Kay Tiffany had contacted him, Steve, and Judy about
meeting with the committee, which was scheduled for the February 7 agenda Stan had
attended a meeting with the Lexington MVMH Board members and Frank Donnelly over the
weekend, where he outlined his suggestions for compliance, later followed up in a
memo to Kay Tiffany (distributed to committee) They will consider instituting a
general management reporting system and a comprehensive case for the CIT in Lexington
to fulfill Stan's expectations They had requested seeing the RePlace reports, which
are available but Stan discouraged using that as a model, since the nature of the
agency colors the expectations Stan had suggested they look at Merton Kahn's model
Stan asked if it was the sense of the committee that we might reconsider the
recommendation, expressing concern about being inflexible if they do indeed produce
useful documents It was the sense of the committee that the recommendation was made,
and eleventh hour was over however, we would encourage renewed request and greater
dialogue for next year
Provider's Council
Renee distributed her outline, suggesting a meeting in Late February on coninuation
of crisis as a topic, and April for Respite Care There was a sense that the December
meeting didn't get to the meat of the issues in Crisi intervention, and that there was
confusion on the part of the providers regardng the purpose show-and-tell or exploring
problems? Committee members requested copies of the minutes
It was decided to use a case study model for a continuation of the crisis topic,
perhaps having the Concord program present Renee will come to the February 7 meeting
wi
with a draft invitation and case outline She will also plan for an April meeting
on respite care, to establish the pattern of having a series

Judy asked if the police department gets training from MVMH Steve commented that v
the small group (Replace, Police, and MVMH) should also be encouraged to continue
meeting independently of the providers council Roberta suggested varying the
settings of the providers meetings to familiarize them with oneanother Stan
suggested asking for free space in the Sheraton Inn, where they could stop and gab
over a drink after the meeting Ilene suggested including a request for meeting
sites in the invitation letter
Wild Acre Inn
Bea reported that she still had no response to the letter to Dr Yudowitz, and that
she had left a message to that effect for Norm Cohen, but he had not gotten back
to her Bea was asked to write Norm.
RePlace & DSS Partnership
Bea reported that she had gone to DSS with Bill Blout on Thursday, and had been
encouraged about the possiblity of becoming a "Partner' , probably for about $5,000 ,.
per year (which would bring $15,000 from DSS in matching funds) There are massive
forms to complete, and Bill and Bea are working with the DSS staff to accelerate
the process as much as possible

Child Abuse
Bea reported that she had met with Estelle Cross, the Hastings School child abuse
team contact, and two people from the Mystic Valley Council for Children around the
issue of child abuse reporting The various goals were sifferent, with Estelle
primarily interested in understanding the reporting process, Matty Bloom interested
in having an effect on the drafting of legislation around mandatory reporters and
the involvement of district attorneys, and Kent Boynton intersted in encouraging
DSS to fulfill its educational role Bea said her interests were more in public
education such as had been done by AA in the past, perhaps using soap operas to
sensitize the public
This may be a future providers council topic
