Steve Baran, Judy Zabin, Ilene .Jhite, Howard Reynolds, Stan Finkelstein, Nancy Zarle Minute: Stan clarified that the Mystic Valley search committee had received 250 applications not 150 Charitable Trusts Nancy Zarle moved that the committee recommend to the Selectmen that the Charitable Trusts be used for one-time funding for innovative programs, particularly proposals that allowed for accessing matching funds The motion carried Replace The Committee discussed the Woburn Council's request in light of the provision of temporary community based shelter offered by RePlace, and felt the request was somewhat duplicative It was decided, however, to keep careful track of the shelter requests received by Replace, and monitor whether any must be turned away The subcommittee had met with Gerry Howell and Bill Blout regarding funding issues Replace is concerned about the possible negative side effects of entaglement with the state, but theyare pursuing the DSS PPP? program nonetheless Replace is now 56,000 in debt, and they are worried about town funds decreasing, and the agency turning towards counseling exclusively They are now expecting to work out an arrangement with the schools for $1,000 for crisis services Mystic Valley Mental Health Stan asked the committee to reconsider its vote of the previous meeting to not fund Mystic Valley He had been in touch with several Board members, and he now felt the community would see this as the town withdrawing support for mental health services He suggested as a possible alternative, that the town contribute to the DMH Area Office or to clean the building Committee members questioned what the specific nature of the reporting problems had been Stan said it was 1) they did not submit a management plan in line with the expectations 2) they had not provided comparative data on similar programs through MMI{ data 3) they had failed to provide detailed accounting of Lexington residents compared with the catchement area, both a, to services and referrals 4) although the reporting had been significantly more regular, it was not responsive to subcommittee concerns It had been assumed that information would be given in comprehensive form, however Mystic Valley was never infotmed of their non-complience On the basis of that, plus their efforts to be responsive, it was voted to partially support the crisis services in the amount of S1 000, and to so recommend to the Board of Selectmen Coordinator's Salary It was decided to discuss this topic with Jim Crain, and to seek more data Respectfully Submitted, Steve Baran
