Steve Baran, Stan Finkelstein, Ilene White, Tom Zarle, Nancy Zarle, Howard Reynolds, Roberta Black, Judy Zabin, Ruth Nablo Mystic Valley Discussion - Safehouse positive statements for the program and its administration There are some questions in the emergency services program management as it is run now Judy Zabin argued that the statistics may not warrant a negative report since utilization does not measure quantity of time spent on each emergency (follow-up, working with collaterals, referrals, ect ) The sub-committee feels there is a definite need for the emergency services Sub-committee feels we are supporting the whole intitution, not just targetted programs Sub-committee would like the opportunity to speak at Town Meeting - to explain H S position Steve Baran suggests speaking to Selectmen and Don Lund as to the appropriate time for presentation Late hours It is appropriate for Mystic Valley to be open for evening hours and appropriate for the H S Committee to speak for the special permit Questions came as to how late in the evening clinical services were provided Questions came on what were the criteria for a special permit Tom and Stan will continue to explore Chair Car Sea Phear had said there will be a separate report Steve Baran asks that we receive that report since report of the Human Services Committee in this area is very brief Use of the Muzzey School Various proposal discussions Howard met with the conversion committee last Saturday (The congregatzhousing proposal was felt to be too expensive The Comeau proposal with mixed use was not deemed appropriate ) Also sub-committee and Steve met with Interchange/Comeau Developer Should the question be referred back to committee by the Town Meeting, the Human Services Committee would like to be included from the beginning in considering questions of social impact or the need for a senior center Steve noted that last year the Human Services Committee had not strongly backed the senior center idea since it needed to be convinced that other much needed services - homemaker, senior aide outreach, etc - would not be lost through an undue emphasis on physical space Should another committee be appointed it was hoped that a seat would be assigned to a member of the Human Services Committee Steve read a letter from the Adult Day Health Center which provides day care for frail elderly - 10 Lexington residents in center - does the Town have a responsibility to provide low cost realestate so that programs like this can continue?
