HUMAN SERVICES COMMITTEE
Minutes of the Meeting of May 11, 1981
Present Ruth Butler, Ruth Nablo, Carol Perez, Steve Baran, John Mackey also

Bea reported that no proposal has yet come in from Mystic Valley
Steve submitted a draft of an alternate cover memo to the Board of Selectmen It
was ammended and approved by the Committee
John suggested some language changes in the Report to Selectmen, which were approved
by the Committee He also expressed his concern about the role of the Manager's
Office in the Review Process It was decided to add. 'with assistance from the
Town Manager' s Office" to item number 6
The Committee approved the Recommendations as ammended Bea will send a copy to
Jim Crain for his review, prior to submitting them to the Board John recommended
that the Report be packaged attractively It was decided to have a cover sheet
in heavier stock, a color sombre yet refined; blue was suggested Bea will get
that reproduced and the Committee will share the expense
There was discussion about the future of the Youth Commission and the Community
Health Committee Ruth Nablo asked if the membership was being appointed or •
reappointed. There is some delay on this Ruth Butler pointed out that the
Community Health Committee would have been glad to be absorbed into the Human Services
Committee in the past however at that time the H S Committee felt it would be
too cumbersome a group, and detract from the agenda She now feels that one main
committee, focusing on human service issues would be best, with youth and health
as possible subcommittees Steve suggested that the argument for maintaining their
autonomy stems from the need for workshops and other methods of communication
with the public The Community Health Committee has that as their charge and is
ideal for this educational role There was no consensus on, this question
Ruth Nablo thinks the Youth Commission should be encouraged to apply for funds
through the Human Services Committee application procedure using the Criteria She
said they are really emphasizing prevention with their resource directory and the
job corps, but they need fresh blood, recognition, and some coordination, which the
application process and the granting of funds would provide
Ruth Butler thanked the Committee members for their energy and loyalty, and congratulated
them for keeping their sights straight through 2-1/2
There will be no futher meetings of this Committee, unless it is reconvened to
rewrite the Recommendations or to discuss them with the Board of Selectmen
