HomeMy WebLinkAbout1981-02-02-HSC-min.pdf l HUMAN SERVICES COMMITTEE Minutes of the Meeting of February 2, 1981 Present Ruth Butler, Ruth Nablo, Nicky Osborne, Steve Baran, also Pea Phear The minutes of the January 26 were approved Ruth Butler asked that we clarify the point about a human service coordinator the Committee has not made a recom- mendation one way or the other about needing a coordinator, but had discussed a model system with coordinator as one possibility Agency Funding Bea and Steve reported on the Selectmen's discussion of January 28 FY82 Request Selectmen recommend CMARC $5,000 $5,000 Aystic Valley 30,853 0 CoA 44,200 39,300 RePlace 32,021 30,488 Visitng Nurses 6,800 6,800 Veterans 36,110 36,110 159,975 117,698 Steve had conveyed Nic's point that communication with Mystic Valley would be stronger if the Town funded them, however the Selectmen reported a long history of poor communication, even with funding, and felt we should have considerable C expectation of them, work with them, and not exclude funding next year Nicky felt there was a bias against Mystic Valley, which highlights the need to meet with the Selectmen before budget setting Ruth Nablo was concerned about RePlace, and where they could cut Steve said that Bea is already working with RePlace to explore other sources They also could go for more on Town Meeting floor Mystic Valley Ruth Butler read a letter she had received from Marsha Steele, who reported that Mystic Valley was billing Blue Cross for services porvided by an untrained case aide volunteer, unbeknownst to the volunteer Ruth will explore this further as part of the Committee's role to be a citizen liaison Rnle of Committee Xickyalstributed her draft (enclosed) with the need to define purpose, membership relationship to Selectmen, relationship to Town Manager, and tasks with a timeline consistent with the fiscal year, so that we could be more goal oriented Ruth Nablo added oversee contracts" to the tasks and Steve added sharing findings with the agencies" Ruth Butler saidNicky had given us a road map which firms upand institutionalizes what the Committee has done She suggested presenting three different models and having the Selectmen choose a) volunteer with small tasks b) coordinator with monitoring and coordination c) turn services around with a community model and coordinator to follow it through with an advisory board There las some discussion about the difference between a commission and a committee Feb 2, p2 Ruth Nablo felt that a commission would report to the Selectmen and the School Committee, but if we go that route too soon, there would be such diverse opinions that it couldn't function It was felt there was a need to talk with Jim Crain about the whole issue of structure, role, and communication In the long run, any human service structure has to go beyond what's provided by the Town and include the schools Ruth Butler said she would like to present a "cheap' model, with objectives, end results and how they'r quantified If you could redefine the entry into a system, you can change it Now we're constructed in order to reduce problems You come into the system with a problem and we solve it with therapeutic or corrective services The alternative could be at the point of entry, when the long-run expec- tations are identified (e g CMARC defines individual goals) We don't have the measurements of the predictor of improvement, The public health system should use all we know about children to support the characteristics of the well child, and we may never need a RePlace Ruth Nablo pointed out that we all use various systems, and that people move around. Elderly Needs Assessment Steve distributed Carol's draft of Committee comments There was concern about not sounding obstructionist about the notion of a center, and not being negative, but rather talk about the needs, what's provided, locate the gaps and study how services may be organized A center may be one way to go The committee can best respond to the elderly needs by assuring that a system of services is being efficiently and effectively delivered Nicky expressed interest in continuing to think about this Ruth Butler suggested that the CoA keep a log of every call in order to shift programs, and that outreach should go beyond answering questions on presenting requests The draft was reworked, and approved as ammended (copy attached) Next Meeting The Committee will meet in the Selectmen's meeting_ room to respond to the Elderly Needs Assessment at 7 45 pm It will then move downstairs to continue the discussion on the Committee's structure Ruth Butler is bringing slides Respectfully Submitted, Beatrice Phear To Board of Selectmen From. Human Services Committee Date February 2, 1981 Re Elderly Needs Assessment The Human Services Committee has taken an active role in the initiation and development of the Elderly Needs Assessment for the Town of Lexington We have received the results of the survey and conclude that Ms, Phear has successfully completed a difficult and timely study for Lexington Senior citizens have spoken and made clear that they look to the Town for services The Human Services Committee recognizes their needs Caution is advised in the mechanism for delivering these services without first establishing what resources are available and how they are being provided It may be that a center would be one valid model We would like to get well established the availability and the services that already exist, and secondly to have more factual information if these services are being utilized and if all services are accessible The Human Services Committee can best respond to the elderly needs by assuring that a system of services are being efficiently delivered.
