HomeMy WebLinkAbout1981-01-19-HSC-min.pdf HUMAN SERVICES COMMITTEE Minutes of the meeting of January 19 ). 1981 Present Steve Baran, Nicky Osborne , Howard Levingston, Ruth Butler, Ruth Nablo; also Nancy Banks and Bea Phear Nancy announced that Bob Hutchinson had recommended to the Selectmen that they put CMARC on the Warrant as a separate article Mystic Valley Nicky reported on her review of MV' s response to the December 11 questions of the Manager She presented a draft of recommendations to the Selectmen which included two functions for Mystic Valley Information and Referral, and consultation and clinical services The Committee decided to recommend that a contract be developed with the incoming Executive Director for consultation/clinical services The issue of I&R was felt to be better as a Town function and would be discussed at a later date Minutes The minutes were approved as corrected RePlace Steve and Howard gave their comments which were to be incorporated as concerns to be discussed with RePlace It was decided that the Committee would recommend funding the RePlace request and moving towards a contractual arrangement Concerns were raised re staff burnout, salary levels, and a need to refine their evaluation and reporting Ruth Butler also commented that the training manual, although an extensive discussion about technique and method, had no discussion about characteristics of adolescence and diagnostic issues Ruth Nablo asked if the emergency funding could be used for RePlace if they underestimated their needs Howard thought not CMARC Ruth Nablo read her report, and she and Ruth Butler described their visit last week They were impressed with Eric Wells, the procurement officer, and with Sheri McCann Their recommendations were incorporated Agenda It was decided that the next meeting would be devoted to working out a long-term agenda Respectfully submitted, Beatrice Phear
