HUMAN SERVICES COMMITTEE

The meeting was called to order at 7 40 P.M Minutes of August 18, 1980
were accepted as written Chairperson Ruth Butler announced the agenda for the
evening Items to be discussed included a report on Ms Butler's meeting with Bob
Kent, Marge Battin and Bill Page reports from Bea Phear and Ruth Nablo discussion
of The Workshop setting of future meeting dates and an update on CMARC
Ms Butler read a letter from Ms Sheri McCann, director of CMARC,
announcing that a contract procurement specialist had been hired
Bea Phear then gave the committee an update on the elderly needs assess-
ment The questionnaire is at the printers and should be mailed on Monday,
September 15 A random sample of 200 names has been drawn Bea indicated that
she will look at frequencies, their age, income, and geography Discussion followed
Ruth Nablo advised the committee that the human services panel to be
sponsored by the Lexington League of Women Voters will take place Wednesday, Oct 22,
1980 at the home of Jim and Martha Wood The presentation will be an informal
dialogue among panel member tithe audience,Moderator for the evening will be Ms Judith
Zabin, immediate past president of the LWV Selectman Jim Crain and assistant Town
Manager Nancy Banks will be on the panel Ruth asked for two representatives from
the HS Committee to be on the panel, but urged all committee members to come to the
meeting Steve Baran volunteered to be on the panel Howard Levingston will be
asked to also serve on the panel
The chairperson then reported on her meeting with Mr Crain, Ms Battin,
and Mr Page She said that the Selectmen were very supportive of the HS Committee's
desire to keep its own size down for now Ms Butler received a follow-up memo from
Mr Page to his committee He refers to a workshop, but is is not clear whether he is
referring to the HS plans or to a separate plan of the Health Committee During the
discussion that followed, Ms Butler said that she would acknowledge receipt of
Mr Page's memo and reiterate the HS Committee work with the HS group She will also
explain the two workshops this Committee is planning
Elaine Dratch a member of the Transportation Advisory Committee then spoke
about various services available to Lexingtonians

Discussion of the frequency of fall meetings followed Use of sub-
committees was suggested. Ruth Butler asked whether the HS committee is a planning
committee? As such, its function could include the development of alternative models
of human service systems from which the Town could choose Three objectives of the
committee were determined to be
1 a criteria evaluation workshop
2 a coordination of services workshop
3 development of models
For the next meeting, Nicky Osborne's draft criteria of last spring will be
discussed The following meeting, or when the criteria are in more final form, the
three agencies evaluated last year will be invited to join the committee to review
the criteria At some later point in time other agencies will also be presented with
the criteria
Ruth Butler expressed the need for the committee to come to clarity on its
definition of prevention
The September schedule is to be Monday, September 15, 22, and 29 at 7 30 P.M
The meeting was adjourned at 9 50 P.M
