The report to the Selectmen on CMARC was accepted with one correction In sources of information (c) the correct spelling is Janetta Moxley Ruth Nablo and Ruth Butler have an appoint- ment at CMARC for Friday, February 1, 1980 at 10 30 a.m. The meeting schedule for February was set as follows Tuesday, Feb 5; Monday, Feb 11; Tuesday, Feb 19; and Monday, Feb 25 Steve Baran introduced Bill Blout, the director of REPLACE The committee read copies of Mr Blout's reply to the subcommittee's questions Ed Kurkul, REPLACE outreach worker was then introduced Discussion included the extent of outreach and community education and the ways in which REPLACE differs from other agencies The service is 90% preventive, including primary and secondary prevention Mr Blout was asked how he felt about such services being provided under the school administration since so much of the work is done in the schools and so many referrals come from the schools "No", was Mr Blout's reply He felt that it is better for kids not to be within the school setting Also, the agency has more flexibility outside the schools Ruth Butler suggested that more affiliation with the schools might lead to some positive changes within the system. Some discussion followed Mr Blout was asked what he foresees for his agency five years hence He said that there is need for a little more space and a few more staff Otherwise he sees the program staying pretty much the way it is Mrs Perez asked for the FY81 REPLACE budget Mr Baran asked to have the figures for funding from all sources for FY81 Mr Blout emphasized the self-help aspect of REPLACE He sees it as an alternative to other programs He feels that it is more effective as an independent entity than as part of another agency or system Ruth Butler suggested that Mr Blout could strengthen his agency's position by documenting the differences Mr Blout and Mr Kurkul left The committee had further discussion of how linkage to the school guidance program might help REPLACE and vice versa The meeting was adjourned at 10 30 p m Respectfully submitted, L_ eel-Ai-Lea Pitlogyika.vt.
