Human Services Committee
Present Ruth Butler, Adelaide Osborne, Ruth Nablo, Stephen Baran, Carol
Perez, Elizabeth Pressman
Absent Howard Levingston, Barry Marshall
The meeting was called to order at 7 30 p m. by Chairman Carol Perez
A discussion of models of mental health systems followed It was decided
to work in subcommittees this evening Before subdividing the committee
discussed its focus The question of looking at planning and needs and not
just budgets and finances was raised. Mrs Perez felt that by early January
the committee could make its recommendations to the Board of Selectmen about
Mystic Valley,CMARC, Replace and the Town Social Worker Then, she said the
committee could move on to its other work Mrs Nablo indicated that she may
feel one way about those 4 areas in January, but more information provided in
February and March could change her mind The questions of whether agencies
refer to each other and of the need for a Youth Center were discussed

Minutes Human Services Committee November 26, 1979
There was discussion by the group on what services constitutes "human
services' , and what role the town should play in developing these setvices
The grout, referred to the U C. study, and all acknoc,ledged that it was very
important to read this document Nicky Osborne will contact Mr Richard Boland
at Boston College to determine if he and/or any one of the students could aome 'and
prepare a presentation on this study on January 7th
The committee felt that other nieces of information under
would be necessary to have arc as follows
1 More information on the needs of the youth
The B C study is apparently weak in this area
2 A definition and charge to all committees in the town Ruth Nablo
shared with the Human Services Committee a document entitled "Charge to
to Community Health Committee by the Lexington Board of
Selectmen. The committee felt strongly that this and other
committees 'which have been estabLished yhould have clearly defined
ruleL and relationships to each other
, 3 A copy of the RFP for the conversion of the Munroe School The
committee felts that it should definitely have input into the
plan.;-Steve Baran commented that the Brockton Multi-
Service Center is not the way to develop a multi-service center
The committee continued discussions on the role and purposes, of this
group Some members felt that we shouLd really not be spending time this
year reviewing the human services budgets without the development of a
human :erv.ices plan Other members felt that we should do our best this
year, and indicate deficient areas in our report It was decided that the
group would review the budgets and raise questions for our next meeting
The meeting adjourned at 10 15 p m.
