The first meeting of the Human Services Qrnm}ttee was called to order at
7 35 P.M., Tuesday, November 20, 1979 by Chair ` ii Pro-tem Carol Perez. After
introductions of committee and staff members, Mrs Perez suggested that the
Committee set an agenda. Defining human services and determining adequacy or
inadequacy and overlap of services were mentioned by Mrs Perez A discussion
followed including the extent of staff support to the Committee and the possibility
of the Munroe School being used as a human services center In addition to
Committee input on the latter issue, Nancy Banks asked that the Committee advise
the Selectmen on the proposed budgets of Mystic Valley Mental Health Center,
Replace, and the Central Middlesex Association for Retarded Citizens (CMARC)
Tri-Community Health Services' budget could also be looked at though they are
paid on a fee for services rendered basis. Ms. Banks said that January 31, 1980
is the deadline for the committee to make recommendations to the Board of Select-
men about these agencies Replace has asked for a substantial increase of $7,000
over last years $28,000 budget The position of Town Social Worker at $6,000
per year was also discussed.
Nancy Banks and the Director of the Board of Health oversee these non-Town
agencies They have an informal relationship with each other so no hard data is
provided at budget time, other than detailed budgets These budgets are then
compared with the previous year's budget and the actual activities of that year
Dr Cosgrove, the head of the Board of Health will invite the Human Service
Committee to meet with Mystic Valley and the other agencies, together with his
Board.
A discussion of dividing the committee into sub-committees to review the
agencies followed. It was felt that criteria must be drawn up by which each
sub-committee could review its agency The committee will make its report to
the Selectmen. A review of Replace by January 31, 1980 was emphasized by
Ms Banks, since they came in with the largest budget increase. Some criteria
for reviewing agencies include the B.0 study, the Selectmen's goals and
priorities, and the limited resources of the Town. The committee will look at
the types of services provided and whether the agency involved does it well
Copies of the Study will be given to each member of the committee
Some discussion of the B.C. Study and its limitations followed. Chief
among its drawbacks are that youth were not interviewed and some people were
not honest about certain areas, such as alcoholism.

The Community Health Committee and some TMMA Committees may want to meet
with this committee
d After some discussion it was decided that the committee will meet every
Monday night at 7 30 P M. In compliance with the Open Meeting Law, all meetings
i will be posted unless a subcommittee is having a purely working session, as
opposed to a policy or decision making session.
Carol Perez was elected Chairman, Adelaide (Nicky) Osborne was elected
Vice-Chairman and Secretary, though her duties will not include minute taking
Teams were set up to review the three agencies Mystic Valley will be
under the purview of Nicky Osborne and Barry Marshall Carol Perez and Howard
Levingston will look at Replace, and Ruth Nablo and Ruth Butler will look at
CMARC
Some discussion of how the budgets of the agencies are prepared and
ttJ reviewed ensued. Since these are not Town agencies, they are not held to
the Town Manager' s budget guidelines They can always go to a citizen' s
article on the Warrant as CMARC has done
Finally)the issue of deinstitutionalization was discussed Ms Banks
told the committee that the Selectmen will probably ask the committee to address
this problem. Mrs Perez thought that the area Board should be contacted The
chairman is Jackie Mich elove from Lexington.
It was moved and seconded to adjourn the meeting at 9 40 P M.
